BODYCAM: Police Advisory Board Member Accuses Officer of Racial Profiling

  • Bodycam footage released by the Mayor of Wilkes-Barre, Pennsylvania shows a traffic stop that led to a local police advisory committee board member accusing an officer of racial profiling on August 13. The Wilkes-Barre Police Department said officer Dan Duffy pulled Darlene Duggins-Magdalinski over for suspicious window tints and cited her for multiple violations, including no proof of insurance and allowing her daughter to drive her vehicle and suspended license. Duggins-Magdalinski filed a formal complaint, citing racial profiling and claiming she was threatened. The allegations against officer Duffy were dismissed after being deemed baseless by bodycam video from the incident. Duggins-Magdalinski resigned from the board after members voted to oust her on September 3.

    Wow, the change in that woman's demeanor was HUGE. And the fact she "was looking for her insurance" for THIRTY MINUTES just shows she had none, and was delaying the inevitable. She got her own kid arrested, and is blaming everyone else.

    she did go on to file a complaint against officer duffy. The PAC came to the agreement to exonerate Officer Duffy of any wrongdoings that may have occurred during the traffic stop. Additionally, the group asked for the resignation of Chairperson Darlene Duggins-Magdalinsk from the committee.
    When Magdalinski refused, the remaining board members unanimously voted to remove her from the committee.

      Over the summer, I paid my insurance and printed it, but somehow forgot to put the new one in my car. A few weeks later someone hit me. Instead of trying to download the app, remember my password I only use twice a year, etc, I just called the 800 number and the pressed the option to report a claim, I explained the situation, and had a copy of the card sent to my email in less than 5 minutes from dialing the number to getting the email.

    I was a Probation Officer for over a decade. I told every offender I ever had to keep their insurance straight, the equipment on your car working, your plates updated. As long as you do that and of course dont actively commit crimes, life will be much simpler.

    The officers did a good job. They were patient. He didn't mention having to arrest her until after the 10 minute mark. 10 minutes of patience and keeping a situation very calm is very commendable.

    And now she’s no longer on the advisory committee. The thing is they were patient with her for over 20 waiting for a valid insurance card. They were gentle and respectful about arrested the daughter for her warrant. They were cognizant about the child in the car and did there best to shield him from what was going on. And she still copped attitude with them. And was just as haughty as all get out threatening to get him fired. The nerve of people.

      When I got insurance, the company sent me a temporary certificate by email. I printed it and put it in the car within 30 minutes of receiving the document. Simple.

      @@mr.foxwiz1653 I was an insurance agent for 4 years. I’ve taken PLENTY of calls from both city and state police calling to verify insurance coverage. TYPICALLY, we could not disclose ANY policy information to anyone not listed, but given the circumstances - I’m sure they appreciated that we did! I say this to say, fumbling thru her phone was unnecessary. Either she or the officer could’ve called the company and got verbal confirmation. But she’s lying and they know it and they got time to kill lol

Guess what happened? The DMV in all their infinite wisdom suspended my license. Did they send a letter? Nope. I found out when I tried to renew my plates. You boot lickers are something else.

    These officers were being soo incredibly patient and sympathetic to the situation. I would’ve lost my cool. It took 20 minutes before he threatened to towe it and she still took her sweet time just stalling

    For a mother to tell her daughter, who has an active warrant and a suspended license, to break the law by driving her car, that is also not legal for the road at that moment, is despicable. Then on top of that, she’s on a police advisory board?! Absolutely ludicrous. Obviously, she has no regard for the law nor is she concerned about her daughter having any regard for the law. They need to vet their board members better.

      It’s not that complicated! License, registration card, insurance card! Any adult knows you’re supposed to have it ready and available to show an officer upon request.       i swear at least half of them are driving around in luxury cars they got and then quit making payments on, then they quit paying the insurance and then they dont register it anymore cause they cant. then they tell their son or nephew or uncle or whatever to "steal" the car and sell it for parts. rinse and repeat. i dont see why they are so upset, the courts dont actually makethem face any consequences for their actions. thats why they keep on doing it. 30 plus time felons are everywhere, hunting us in the streets.

    I work in claims for an insurance company that writes high risk insurance in PA & NJ. Until recently, we used to write in GA and IL. We pulled out of those states cause of the insane fraud.
    I deal with this all the time.
    These people all know exactly what they are doing. They drive around with suspended licenses, switch plates on vehicles, purchase insurance on the day they get into accidents or pulled over. They drive cars & don’t add them to policies, they have unlicensed & unlisted people driving insured vehicles.
    They also buy liability only coverage. Then file a claim expecting to have their cars repaired. Then they scream and throw tantrums when they are told their insurance policy doesn’t cover that.
    In summary, this is a normal thing for them & they don’t care. Fin
