Cotton and Khan were voiced by Toby Huss, Artie the strongest man in the world in Pete and Pete. Friend of mine is very close friends with Toby and Toby did karaoke as Khan at his wedding.

I have the original Channel 4 UK airing of the NASCAR episode on VHS and the Earnhardt cameo is there, it was shown summer 1998. Sky One then aired the episode a few months later in its entirety. If Earnhardt was cut from any UK showings, it was after 2001 (possibly when FX started showing it mid 2000s).
Even then Seasons 1-3 are currently airing on rotation on More4 and he's there.
But on the subject of that episode: Here's another fact. The ending was originally different and the official website even included it in their recap. The animatic is on the DVD and shows the episode ending with Boomhauer intentionally getting Jeff Gordon disqualified by slowing down the pace car and having him overtake it. In the final script (and as seen in the episode), Gordon becomes the driver who crashes whilst avoiding Hank, rather than an unnamed one in the original version.
