Slow the video down to 25% speed like I did and what do you see wrong? He was struggling with the violent criminal trying to get a seat belt on him to keep him safe. Police policies and procedures REQUIRE police to place a seat belt onto arrested suspects so they do not get injured in case of an accident. Ever heard that? Apparently not. Thats what he was doing. You would totally be infuriated if the same officer did NOT put a seat belt on the criminal and he got hurt in an accident. Then you would celebrate to learn the department got sued for millions because he didn't put a seat belt on the dude. He should not have shoved the female officer like that of course and she should not have pulled him back. Comments like yours with such a complete lack of knowledge about anything with law or police work infuriates me.
