On December 19, 2023, police responded to a report of a suspicious person in West Salem, WI. The individual approached a woman, posing as a La Crosse County Sheriff’s Reserve Deputy and claimed his affiliation with several other departments. Despite lacking law enforcement credentials and official markings, he claimed to be searching for a missing woman in the woods. The woman, feeling uneasy, contacted the non-emergency dispatch.

@@mplslawnguy3389If you've ever worked with mentally ill people like this, those that are calm and non violent even if they're downright crazy or in psychosis usually never escalate to violence. He did not resist and even complied with all the police officer's instructions.
He can probably be treated with the proper psychiatric help and regain a good degree of sanity.

I'll admit I immediately had a negative opinion of her when she started saying he appeared to have some sort of cognitive disability. I hear that too often, said towards people that simply have viewpoints that differ from someone else's.
Then I heard the person and realized how correct she was in her assessment.

He was harmless, and she called the cops just because he talked to her and played pretend. How naive and foolish to tell the cops to just have a chat with him and not charge him for impersonating.

I feel bad for the guy. He clearly thinks he's doing something good and doesn't understand why he's being arrested. Props to the caller for saying more than once that she believed he has a cognitive disability and not playing the victim.
There's group homes that take care of guys like him. He's probably low functioning autistic and just needs help. One of the clients I work with thinks he's an interdimensional god who has created multiple universes, he thinks his dad was a giant and his mom was a warewolf midget so that's why he's just normal height and is very hairy. But he's actually a good guy even though his mind isn't all there. I play magic cards with him and he's really good at it, he's even the DND dungeon master for the other clients in the group home.

Exactly. That's what's so wrong with this country, in most countries in Europe or Australia he would be taken to a mental health facility to get help. But in the US they take him to jail, it's fucked up.

Normally, I come here to laugh at the adult children. But I just feel sorry for this guy. I hope health and human services can get him the treatment he needs.
Same I hope he doesn’t stay in jail for any significant period of time, or hell even a short period. I’ve been in jail with mentally handicapped guys and the other people always make fun of them and pretend they’re their friend and it’s just not cool how I’ve always seen it go down. They always have a super fake smile on cuz you can see they’re just broken inside.
But they smile cuz in their mind, there’s still that slim chance they’re actually friends with the people in there. Idk if I’m making sense or rambling cuz I’m high as shit. Just wanted to chime in. Some of the saddest interactions I seen in jail had involved mentally disabled individuals. 😢

and see, this is where i have that "but what if may then" argument in my brain. he's aware enough to know that what he has done is wrong and keeps his mouth shut (unlike some people goughdewettecough) and hes not blubbering like some of the other people i have seen on this channel. ... but he also is really doing the creep down at the local park you know. he has obvious mental issues so ......its such a weird position that yeah, you can just hope he gets the treatment and support that he needs....and he did hold himself very responsibly while being both carted off and seated at the jail so it shows a level of maturity that is honestly rare on this channel

@@legiitxlara Nope, and I don't see how any of this is vile or angry, but meh, whatever. I have no tolerance for mentally unbalanced people who choose to impersonate police. Sure, this incident, he may not have had any ill intent, but in my experience, these types - people who have a few screws loose and go around claiming to be cops - are so far detached from reality that they can become violent. Once worked at a place where a guy would claim to be a cop, wasn't asking for a discout or special treatment, he was just someone who seemed a bit 'off'. Usually just said 'yeah whatever' until the day he hit a customer and put some cuffs on him. Guy just got it in his head some random guy looked like a criminal and acted on that. Harmless and vulnerable until they aren't. All part of being that detached from the real world.
I hope he gets the help he needs. Not trying to be disrespectful but he needs someone looking out for him.

In my rural area there is an agency that provides 24/7 caregivers for people like this guy. The man living at my apartments has one now & I'm thankful. He was a bit scary to talk to alone for us single woman. He seems happier with a caregiver too!

After having that many calls for service regarding this delusion, I would say this poor soul needs some assistance. Unfortunately, this behavior could continue to escalate and he could harm someone else or himself, for that matter. Delusions can be powerful breaks in reality and it appears that this young man is quite disturbed. I hope he gets the help he so desperately needs.

As much as the idea of having high quality inpatient mental facilities available for people like this guy would be, the reason they got rid of "looney bins" is because they were exactly what that name implies: Trash dumps where people nobody wanted to claim responsibility for were dumped, where there weren't nearly enough staff qualified to help them meaningfully, thus where abuse and neglect was rampant. They couldn't be provided with quality of life, and it was like a prison sentence they would never escape from, even if they were only nuisances.

That's possible, I live near the towns he said he worked for, but there isn't a chief in the area, or even I'm the past by the name he said.
When I played hockey highschool we had a mentally disabled ‘super fan’ in his 30s whom my coach took under his wing; he was at the rink every day more or less due to lack of anywhere else to go. We always called him our assistant goalie coach. That was 8 years ago, actual coaching staff has turned over, but can guarantee he thinks he is still a goalie coach despite never having put on skates before. I would actually be surprised if your theory is not correct.

As a LEO, this is what we need to bring to the public's attention! The need for MENTAL HEALTH CARE. Our legislature, ON BOTH SIDES, does not want to spend our taxes to fund anything seriously to help make an impact on our societal mental health epidemic. These people should not be jailed, rather admitted to a mental health institution where they get the help they need to stabilize them and rehabilitate them back into society. It is so sad and disheartening to see this constantly, on a daily basis. And it angers me that both sides of the aisle say they want to help combat this problem, but never end up doing anything effective to help sort the issue out. These people don't need jail, they need help... It's terrible to see how we incarcerate everything immediately instead of advocating for some sort of clinical assistance. We must advocate to our legislators the need for mental health funding for criminal intervention rather than incarceration!

Really should be highlighted in this one on how professional and courteous the police are in this video. Original caller also did a great job with identifying possible mental cognitive issues to help with the police response. I hope the system is able to get the help this guy needs while also able to protect the public, as individuals like this who really believe they are cops due to mental issues create safety issues for everyone including themselves.
it also is a great display of what an utter failure our mental health and general social systems are in the US, for this guy to be involved in over 60 police contacts and STILL be out there acting crazy instead of receiving the mental health treatment he needs.
La Crosse county seems to have one of the best trained forces in the US. These cops always try to deescalete and have a friendly and calm approach to things and they treat criminals still like humans. Other PD´s should learn from them.

Gosh. Idk what to say about this one. I really don’t think he means any harm but it’s still dangerous. Honestly, I’m more worried about him than anyone else. I hope he doesn’t just get run through the system, he needs assistance and I think he’s got potential to do something productive without getting himself hurt or in trouble.

I agree 100%. there was a point I my life where I was loosing touch with reality. Maybe not to this extent but enough to end up in the mental hospital. I have hope that if he gets the right help that he will become a productive member of society. I’m very grateful for the help I’ve received and wish the best for this man.

The caller that was concerned did & said the right thing. Making the officers aware of potential cognitive ability with suspect allowed them to approach differently and handle the situation well. Hopefully he gets the help he needs and resources as well.

On the plus side at least he conducted himself better than many others we have seen on this channel. A full investigation probably needs to take place and maybe getting this guy the help he needs before is activities become far worse than what they have been.

Im a cop and I wouldn’t arrest this guy. I would try to get him to go to the ER for a pysch eval and if he refused I would call the probate judge and get then to sign a court order hospital hold. This guy doesn’t know what he’s saying

It’s interesting how many people with mental illnesses & intellectual impairment are deluded & fixated on being some type of police officer or authority figure (like a god). No one ever wants to pretend to be a garbo or a fast food worker 🤷♀️ Oh hang on… this guy does actually collect garbage. This guy needs a job to make him feel important & valued. And sheltered housing. He might seem harmless, but sixty calls in the space of a couple of months is a huge drain on emergency resources. Sadly, cases like this young man take up huge amounts of time. Especially because he’s not alone. Aside from you lumping mental health and rehab for drugs in the same category... understand mental health is something most insurance doesn't cover at all and when it does its minimal at best and so very few of those struggling have the funding for such help

@paulengels6926 I believe ever since that Floyd addict died the police have been very respectable. The bad ones are getting fired. So not all police officers are that way. All some people have to do is do what they ask. Take the SC who think they are above the law with their meaningless mumble jumble. All these people have to do is comply. The officers wait until it's time to get them out of the cars. Just give them what they ask for. That's all people need to do. There are many not SC who won't comply. Their the ones that stuff happens to. Frankly everyone I've watched the person does not comply. I don't care what color you are black white yellow pale. All a person has to do is comply.
I got the feeling that he's just a fan of law enforcement and, given his disability, someone at some point must've gone along with something incomprehensible that he was saying and unknowingly fed into the fantasy. Really hope they're able to help him. He didn't seem like a threat at all and was seemingly doing good deeds he thought would be helpful - collecting trash and keeping an eye out for a missing person.

This should have been a 5150 psychiatric hold case, allowing 60+ service calls in 4 months is government incompetence. He needs to be in a safe environment where he can be evaluated and properly treated. Even though he’s 28 his parents have also failed him and the community by not finding him help.
3 day hold 60X3 = 180 days = 6 months
I would guess that most of those were him reporting minor offenses. As far as the parents go, in a country with the most expensive "health care" system in the world, they might not be able to afford it.
5150 is only in California. The laws for mental health holds vary by state.
Not every state has a 5150, Baker Act, or Marchman Act. Look how Lori Vallow scammed Arizona.

They teach them how to live their lives, show them cooking, personal hygiene etc.
Depending on their mental status they also get an education and so on.

No... they're not trying to actively perform the duties of a police officer, pulling people over, and having contact with the public with the authority of a police officer. As much as you try to maintain this terrible comparison, it just doesn't fit and is woefully incorrect.
With that said, I agree, he is mentally ill and possibly mentally challenged. Our system does need to better handle the interaction of mentally ill individuals and other agencies that deal with them. With that said, that doesn't make your comparison above any less incorrect.

I think a lot of what’s going on is the courts and jail trying to catch up from Covid. The court system was basically shut down for 18 months. But I agree, violent offenders need to quit getting signature bonds.
If he’s truly homeless he may be thankful, roof over here head, 3 meals a day and medical help on site

The fact that this dude was released on a $300 bond is disturbing. He’s been involved in more than 60 police calls in less than 4 months and those are just the cases the police are aware of. No one has that many encounters with the police and I’d an innocent, innocuous bystander.
He’s got an endless supply of super creepy, rapey vibes, and he’s prowling a park at night, pretending to be the type of person that most people trust (or at least comply with). He needs a mandatory 72 hour psych evaluation, followed by mandatory thrice weekly psychiatric care or counseling, which will result in a 1 year stay in jail if he fails to show up to a session without a damn good reason.
Obviously he has some mental health issues. Glad to see he was treated with respect. I hope he gets better soon.

Sadly you necessarily "get better" from a differently built or wired brain. If he has safe housing, regular healthy meals, and some one checking in him, and helping him get suitable skills and employment he could lead a functional and decent life. Whether or not his family or social services are keeping track of him and guiding him is the issue.
The Police Officers were very easy on him, clearly they could see he has some kind of mental health issues.
We really do need more places for people with these kinds of issues to live with paid supervisors and teachers keep them safe and on track.
Soooooo many people like this end up homeless, etc.

It seems to me that he may have had a closed head injury or something where he is honestly not right in the head. It is sad all the same. I hope he can be placed where he is safe and taken care of/monitored.

She is the most precious, sweet lady but when she's out of her mind she has tried jumping out her 3rd story apartment but 2 ladies pulled her back in. All 3 could have fallen out. She crashed her car into a Mini mart store. Thank God she didn't hit anyone. Roaming her neighborhood at 4am naked. She's being treated but barely and under medicated. Police have always been very kind and merciful to her. It's obvious in her episodes how very sick she is

I’m wondering if he was at some point made an “unofficial member” of the police when he was younger because he showed interest in police and he took that too literal because of the cognitive issues he might have. Like the police came and gave him a little certificate and maybe drove him around in the car to give him a little special treatment.
I don't even see how it's scary for people. Sure he needs some help but seems pretty harmless. Going about and spouting nonsense is not exactly dangerous.

We had a guy like this in our neighborhood growing up. He was probably in his early 20s, rode a bike with a toy flashing light, it had a basket on the handlebars and he had a Big Chief notebook. He would chase people driving in the neighborhood on his bike and write them a ticket for speeding. It was actually saying something back then if you told people you got a speeding ticket from him.

One of my dear friends was sheriff of my county and he made me a “special deputy” which basically means nothing. I had a real badge and real ID but no power. I even kept them both in a real leather wallet that was issued to real deputies. He was VERY adamant that I not try to arrest or pass myself off as a LEO. The only thing it gave me was something to hand to real cops when I got pulled over. It got me out of a few tickets. With those credentials I would never have tried what this guy did. He doesn’t seem malevolent or threatening, just confused

I used to be caseworker and saw this couple of times where the person would go off their meds and think they were law enforcement. Usually they would be hospitalized to be back on meds.
