Those were quick disconnects from the rubber to the metal. They are designed to connect to each other to bypass the rear heater core! No cutting required!
I am looking at a van that has an issue to where the rear ceiling vents do not have any air flowing out of them... But the rear fan is blowing and hot air is coming out of a floor vent near the blower fan motor... But not out of the ones on the ceiling!?!? Could it just be a plastic pipe or tube or something that should run to the vents maybe being disconnected or something?

You will have to remove the panels to get inside to see what the problem is . There is no way easy to do this . SORRY
who needs valve covers anyway?

If you do that , you no longer have any heat in the vehicle . But to answer your question yes.
What size you use to bypass it?
it was a 1/2 " 90 fitting
Also you can use a 1/2" hose I/D with warm clamps
