Mine is a 2018. Before that I had a 2014. Normal driving. Use cruise control, heat and A/C. Average 42-45 and with hybrid LRR winter studded tired I still get 40 mpg.

I have a 2017 HAH and I average 43-46 mpg depending on the season. Winters in TX are pretty mild so heat isn't used too much. Also, keep car in garage so it's not too hot in summer.

I just saw the NEW 2020 Sonata Hybrid.. WITH SOLAR PANELS in the roof.... WOW... Ive put my Honda Accord Hybrid purchase on hold. I hear the Sonata will have a 700 mile range. Gasoline engine, electric motor, with CVT just like the Accord, but the addition of solar panels in the roof. It has my attention... Honda needs to look close. I live in SoCal, if my car battery is charging all day while sitting on my driveway... I may never buy gasoline again.

I go to the dealer and they tell me it’s the weather .

The colder weather does affect the performance with lower MPG since the heating is turned on by gas engine and not electric engine. I have not seen my car go below 34-35 MPG in cold weather. In mild weather I see 39-42 MPG. 25 MPG does seem very low for a Hybrid.

Learn how to drive the Hybrid. You kind of have to drive like grandma!

Yes to grandma driving. Smooth on the controls, no cruise control, least amount of braking.
I’ve never dipped under 45 mpg in my CT200h rated at 40ish combined.

I haven't seen anything less than 46 mpg overall average from my 2019 Toyota Camry SE Hybrid.
