The Sheriff of a county has the highest power. The Sheriff can arrest Feds and even the President! The Sheriff is elected by the people of the county and only accountable to the people of the county. The Sheriff can deputize people of the county. If I was the Sheriff and some city boys tried that crap on me, those city boys would be spending some time in my jail.

The County Sheriff and his deputies have superior jurisdiction over all law enforcement branches including city police and State police, including of all ranks. Even over the FBI, CIA, or Feds. It's always been that way. That's why Texas governor Abbott told Biden to take a hike . Texas has every right by law to guard its own borders. A very old concept for all states especially those on the south border. Those states know well. Nothing Biden can do about it but too uneducated to know law.
