Both designers/developers definitely seem good at what they do! I'd be curious how much of this was your ability to provide the right level of detail in your description of what you want, and/or their ability to ask the right questions to draw out the necessary information from you. You can have a designer that does amazing work, but without the "right" communications, you won't get what you're looking for. Cool stuff overall!

wordpress design isnt always just putting together plugins. personally I usw like 1-2 plugins per site and make everything custom and code more. Wordpress is nice for Customers who wanna edit stuff on the site but I prefer vue/nuxt

Remember his original price was 4500 for 10 pages and he did one for 3000. You may have gotten less value for 3000 but if you want more just pay the extra 1500 to get 10x the value
The thing is, for 3k he delivered EXACTLY what the customer wanted. If you go overboard and it’s not exactly what the customer wanted, then you failed in your design.
Totally understand that, I'm a professional Graphic Designer myself (hold a degree and a masters) so I understand the business and I understand the deliverables he was asked to create and he matched that closely..but with that being said, objectively looking at what he created overall, this was not up to a 3000 dollar standard. There are so many small flaws in his design; The animations didn't look smooth as they should, The radius on the carousel boxes did not match the timer outline and it was obvious.. that's just to name a few. Now I'm not saying this was a bad base canvas for him to work with but I am saying he didn't not create something I'd be happy with if he presented that to me, but that's obviously my opinion on the matter, everyone is different. as a front end developer, the $180 guy did great and the $3500 guy, even with a backend, was over priced. That 1 page probably took him a few hours to create. Nothing special. Obviously I cant see the back end where Im sure most of the hours went but the front end is just basic css/js
I look forward websites that "do it for me". If I have to learn how to browse a website and it's not intuitive, they lose me and I move on. Websites should be a knowledgeable, capable server, not a self-serve buffet with no labels or serving utensils.
Lord have mercy!! He's just like all clients. You do exactly what they want and they still want to make changes. Make sure your agreement have a limited amount of changes then charge for anything pass the limit.
This is weird timing for me because I am currently building my own website/online shop for my own funny/meme/offensive clothing brand. I'm 60% there but still have a lot to figure out. Launching in the new year and will have a strong marketing push with it. I have my URL for the name of my clothing brand, and I've registered all the social media too. I have no idea what I am doing.

The price is not extreme at all, it's just not consumer friendly. There are plenty of businesses that pay more than that for a static one page ad campaign in a magazine, not including the cost of placing the actual ad.
