I would signal before I start pulling next to parked car. This is for safety reasons to warn other drivers. I am going to slow down and take the parking spot just in case anyone behind me wants the same parking spot. Even though some drivers don't signal, for safety reason and no hard feelings to drivers from behind to be cautious when they pass me as well.
