Well, you get the reason for the stop when you are handed the citation.
Minus a reason to be detained, you have no infraction and no right to demand an ID.

If you were to look at Arizona law, you would realize that cops are not required to provide the reason for a traffic stop. However, the law does require you to provide ID when asked during a traffic stop. It sure seems awfully arrogant to think you can tell police how to do their job when you don't even know the basic law.

The Supreme Court has previously ruled that an officer requesting a driver's license at a traffic stop is not considered a search or seizure (Kansas v. Glover). Also, it is in fact Arizona law that a driver must present their license and registration when requested at a traffic stop, regardless of the reason behind the stop, and failure to do so is a Class II Misdemeanor (A.R.S. 28-1595(B)).

What is considered a traffic stop in AZ? Just the activity of being pulled over? Does AZ law require identification “just because” at anytime whenever behind the steering wheel?
My municipal police idents themselves and reason for stop before asking for identification. Supposedly, they do that for officer safety. On the odd occasion the driver just murdered someone an hour earlier, it saves the officer from being shot if they just disclose the reason for the stop as a (simple) traffic violation.
If you're going to try cite law.... cite it correctly. Words matter. Arizona law requires a driver to "DISPLAY", not "present", not "hand over", etc. This officer who, "does this for a living" insists a person "GIVE ME" their driver's license, which is not a lawful command. He also instructs them to "not say another word", again a clear violation of the 1st Amendment and a "command" that is no where in his authority to issue.
28-3169. Possession and display of driver license; defense
A. A licensee shall have a legible driver license in the licensee's immediate possession at all times when operating a motor vehicle. On demand of a justice of the peace, a police officer or a field deputy or inspector of the department, a licensee shall DISPLAY the license.

You do realize body cameras for an entire department is super expensive. The cameras, someone to manage all the data for those cameras and the equipment for the cameras to be mounted. Then when departments do get them, people like you probably complain about your tax money going to stuff like that. Having a camera crew follow one officer around doesn’t cost nearly as much and maybe they’re doing this so they can raise money to get body cams.

The person filming looks to be one person to let’s say you have him and another who edit these videos.that’s still a hell of a lot cheaper than outfitting roughly 200 patrol deputies and how ever many who work the jails. I just read an article where the Lakeland police department said it would cost their department $9million to outfit their department with body cameras and dash cameras. Then you have to have someone manage all those videos and data being stored. Not sure why you all think they’re so cheap lol.

The most asshole comment was when the officer wanted the registration, the driver asked if he was allowed to reach it in the glove box and the officer answered with "unless it's going to magically appear in your hands".
Considering how often innocent people got shot because "they were reaching for something and i thought it was a gun" that is a perfectly reasonable question.
I always ask/announce where I am reaching when asked to produce documents for that very reason.

Yep. I live on the border of TN and GA. At the time when I was 16 GA you had to provide proof of insurance and TN you didn’t. I got pulled over in TN and was instinctively reaching to get my Insurance from glovebox and heard “DONT BE STUPID DONT BE FUKING STUPID” and turned around to see the most scared old cop shaking as pointing his gun at my head. I truly didn’t understand what was happening.
I always ask now. I’ve often wondered how close I was to dying that day. The cop didn’t even give me a ticket he was shaking non stop and let me go.

Not providing ID may well be a secondary charge. The primary offence was speeding and i don't think he needs to wait for a conviction before then charging you with refusing to ID.

This isn't Sheriff's Office footage. It's a production company making a show FOR the Sheriff's Office to post . It's clearly not intended to be official evidence and it IS intended to be edited to cut out anything uninteresting to the audience. The only time it would become evidence is if the video is subpoenaed by the court. Which is wasn't.

When commercial video production techniques collide with government requirements. I worked in broadcasting at the turn of the century. Footage was commonly recorded over or deleted to simplify storage and make a finished product quicker. Also, it helped to reduce the editing error rate.

After identifying himself first (because there is no law that you have to talk to a stranger. Identifying himself establishes that he is a cop, quelling that entirely, and grants him the legal authority to then issue commands) then 2. he should have stated the reason for the stop. Which further grants him legal authority over the driver by stating articulable suspicion. 3. Then ask for the drivers ID to move forward, which they are then legally required to provide because you've established you are a cop and why you are asking for it. When two civilized people meet, it's common practice and polite for both parties to introduce themselves. It's rude to walk up to someone and start barking orders without even telling someone your name or why you have engaged them. Similarly rude to ask someone to ID, while simultaneously refusing to do so yourself. No other job, occupation, or service operates that way. And the procedure I laid out is policy is most every state, surprisingly not that one apparently. Which is startling.

@@Johnny-vu7db I believe the driver had a dashcam and the cop noticed it. If this is the same driver I'm thinking of, you will realize he's not an idiot like you think. He was trying to get the cop to commit *before* he noticed the dashcam. If he reached for his ID and the cop notices the dashcam, the cop would then change to another reason for the stop. By asking why he is being pulled over, he is locking the cop into it so once the cop notices the dashcam, he can't then go, "oops... I pulled you over because of xxx". I have seen other videos where this happened. A lot of cops' ego will not let them admit when they are wrong. They realize you can prove them wrong and they will go fishing for something else to charge you with.
If I was the driver and had a dashcam that could prove my innocence, I would have asked the same (a lot nicer though). Find out why I'm getting pulled over, don't reveal the dashcam, keep quiet. If the cop refused to tell me why, I would just give him my ID and hide the cam best I could. Pulled over? BE SILENT... Only give information that is necessary.

It WAS Nate that initiated it by 1st refusing to obey lawful commands to identify (no law requires the officer to first tell you why you’re pulled over, no matter how much you feel entitled to first getting that information) and then 2ndly by telling the officer “That’s not how this works!” as if he knows the law and process better than the officer who’s entire job is to conduct these stops all day every day. Even with documented evidence of the radar, there are reasons why they come up wrong. There were other cars on the road. Nobody knows which one he was actually picking up. And unless he has valid documentation from the last time it was calibrated, he may as well leave it at the station.

When confronted with people who want to argue with a deputy or officer on the basis of legal or Constitutional issues why doesn't the Deputy just say, " I'm not a judge so I'm not going to hold court on the shoulder of the highway. You have the right to address your issues in court before the appropriate authority."?
He often does take that stance, in his own unique manner. When he is asked about how much a ticket would cost, or any discussion about money, he PRECISELY imparts that the courts handle money, how to contact them with any questions on fines and he only handles the traffic stop part of the equation.. He does explain the process, after the reason and details of the ticket, as well as the options ( or lack thereof ) of appearing, calling or mailing response. Of the times I have encountered police, I prefer this guy over the type that act aloof, and fail to explain the why and therefore of a stop. I once was ticketed on a state hwy in front of a police station for getting hit by a telephone pole. (literally) The farmer, who had the pole cinched to his tractor in the middle, lost control of it, causing it two swing out into my lane, when he entered the roadway. crossing the highway (without farm plates). He just so happened to be a buddy of the chief. I would MUCH rather have had Frank on the scene of that incident.

Deputy Sloup made a reasonable demand for the license. This happens in ALL traffic stops. Instead of the push back, accept the fact that you got caught and wait to have your day in court. Court is not held on the side of the road.
The public servant should have simply told the civilian that he was being pulled over for speeding when asked instead of threatening bodily harm for lipping off to super-cop Frank Sloup. I mean, that would have been the professional and most certainly consistent with the 4th amendment. I always laugh that people side with cops because they become celebrity even though their job is to infringe upon your rights. Only thing that was deleted was conversation between him, and a cameraman that is not needed for court!!! All the evidence that is needed has been recorded with the camera and the dash camera. So them deleting small conversation after the traffic stop is not deleting evidence before court and the title of this video got exaggerated heavily.

COPs that do not file their tickets nor show up in court when they should - should be tracked and held in CONTEMPT of COURT if this is a regular occurrence...
Actually you need to be thankful that the officer might not show up, so that if people want to contest a particularly pesky ticket, the officer might be a no-show, and that the ticket is dismissed.
In Tampa Florida they issued a policy that every officer has to show up for any ticket they write, even if it is on their day off and so forth, and this makes challenging a ticket much more of a chore. If you think an officer is unreasonable, then imagine how much more reasonable they are when dragged into court on their day off, or when they have to appear at night after a day shift.

Actually he has been fire from one police department and been called out for questionable citations that he is written by him and uet they do not matched up with his body camera. He is also a very rude and sarcastic ass. For example most information about how to deal with a traffic stop tell you to tell the police of any moves like going into the glove box. ID laws and people not wanting to give up their IDs are very interesting topics today. What I find "mind blowing" is that you think a person is "wrong" for wanting to know if a traffic stop is LAWFUL OR NOT, before giving up his ID and being named either in a citation or a "report".
WHAT IF "Frank" decided to pull him over because he drove by and gave him the middle finger? That would be a 100% unlawful stop, and as such he would have no obligation to ID in any way. So there CLEARLY ARE a litany of instances where having the COMMON COURTESY of telling a citizen why they're being stopped by an agent of the State PRIOR to "demanding ID" would be the appropriate way to handle the encounter.

@DeathScouter Giving over your ID to an officer when pulled over is the law if you are operating a motor vehicle. Having the officer explain why he stopped you before you provide ID is not a law. Simple as that. I've seen plenty of examples of cops overstepping their authority, this is not one of them.

I live in Arizona, and that law needs to change. If the cops pull us over, they need to articulate the reason(s) why.
In Maryland the few times I’ve been pulled over they asked me if I knew why I was pulled over. Never answer this question. There is no correct answer to what do you think you were doing illegal. If I have the nerve someday, I will say it’s because of the large shark fin on the roof of my car. Lacking such, I would expect him to say You don’t have one. To which I would ask, so I’m free to go?

ALSO, front and rear with microphone. I have both, the State Patrol pulled me over late at night. The first words out of his mouth was i see you have dashcams front and back.. I said yes I do... I was supposedly going 54 in a 50. He stated to me that he did not actually use radar or lazer. He said they had a camera set up. Also, he said he was using the BMW that had already passed me to determine my speed. I asked him why he did not pull over the BMW. He did not respond.

And he can do that right on the side of the road and seize your dash cam. Having a dash cam is a double edged sword. While it may prove you weren't speeding in one case, it can prove you were in another.
