I think what happened was that they placed a bunch of props in the city first and then in north part of the map and realized that it was going to be to much so they toned down the props in the city to make room for the props in the north part of the map

The fact that in the RDR2 files they have Mexico with parts of Nuevo Paraiso meaning that they put work into it to add into the game but R* is just greedy and cares more about GTA 5 online than DLC of Mexico for RDR2 or at least apart of it instead of a DLC

Downgrades is what happens when you insist on launching on obsolete hardware. the PS5 and Xbox series are both already quite obsolete. so keep that in mind on GTA6, thats likely why that game wont hit 60fps or more until PC comes, or the consoles release a new generation.
