My 2017 makes a very similar noise but only on the very first turn of the wheel after a cold start. No other time while driving or idling and turning the wheel.

Why not just replace the strut as well since you had it all out anyway?

Mine has same problem but it seems to be the steering rack issue. I completely changed struts links and bottom arm 10 months later same noise is back. Seen video of a loose ring inside of dust boot area of steer rack
