If you ever get the pleasure of driving in Florida during the summer, you’ll get to see our real world driving conditions are quite similar to the “torrential downpour” conditions in the game. I have seen what you mean but thats localized, the straight lines are short and they soon curve to go around the cloud or have some wrickles back and forth is you zoom out enough. In the game it was a miles-ong dead straight line which doesnt happen irl.
i think thats just an in-game compromise. They made the weather to be unpredictable with random rain pocket generation which then moves in random directions and may or may not hit the track. Thats realistic, but the developers recognized that if someone picks max rain, they expect to be guaranteed max rain, so they just implement it like a massive square that can't *possibly* miss the track ever no matter what the RNG spits out.

Also those hydroplaning physics are actually pretty realistic in terms of speed. There's an equation to find out when an airplane's tire will hydroplane (they're almost all the same design) and it's simply 9*sqrt of PSI. If we assume that 911's tires are at 30 PSI, sqrt is 5.4 times 9 is 49 knots...about 60 mph. So yeah, that's a solid ballpark. A nearly-slick tire will simply stop functioning at about that speed.
