Yup! You just need to let it cure at the correct temperature. After that it is fine.
Air and substrate surface temperatures shall remain be
tween 50°F (10°C) and 90°F (32°C) during and within 48 hours
of placement.

How does stamped overlay perform in cold_snowy weather? Is it possible that it will peel off?

It will not delaminate if you have done the proper prep work :)
