The fact that the mother stopped paying when confronted says everything about the relationship anyway. There never was a mother/child bond, and Bailey needs to press charges. There is NO relationship there.

The only reason the mother paid was because she knew the daughter would figure it out if creditors started calling her.

You have to take legal action because once Bailey pays it all off she will have available credit again which the mom will use and take advantage again. I know it's going to be hard to take your mom to court, but you have too!!! destroying your own Childs future is not right. Thats baileys credit for a car, house, or whatever she needs it for.Thats why everyone has their OWN Social Security number. Her mother should NOT be touching HER FUTURE. Shame on the mother. You have to take legal action to stop her from ever touching your information again. Thats a serious crime anyways.

She definitely needs counseling about her spending habits & bad decision making. Throw in some FPU as well as making restitution. So many people going straight for the, "You should report your mom and cut all ties."
Bailey's 21. She's in school and still dependent upon her mother to some extent. Priority one needs to be to get rid of that dependence. She needs to be out of that house. As Chris says, she may need to put school on hold for a bit while she works this out.
Once she's out of the house, _then_ is the time for ultimatums. And it's probably going to take ultimatums. The mother is probably going to try to turn this around with, "Well, I only got those cards because I was supporting you." which needs to be shut down. Even if you are of the opinion that going into debt was the thing to do, there are smarter ways to do it than credit cards and more ethical ones than identity theft and fraud. The mother needs to understand that the primary issue is the betrayal.
Such a horrible thing for anyone to find out about a parent.

You also have an ultimatum to file a police report. Identity theft wont reimburse without police report and charges pressed. @@butucmanuela3965 Well, that _is_ the "or else" in the ultimatum: some kind of deadline for removing the debt from the daughter's name and putting it in the mother's name. Then it's on the mother to come up with some way of doing that without the police being involved.
I think the first step is the daughter moving out because I think the police _are_ going to have to be involved. The daughter can't drop this ultimatum while dependent upon her mother.

My mom is unemployed due to health issues, so yeah if she needs money for her meds, yeah I will be happy to give her the money she needs. Since I know she would have done the same to me, plus it's a life and death situation. Like I could always earn back the money I gave her if she can't pay me back but I can't work hard to get my mom back if she dies due to not be able to afford her meds. I live in the U.S healthcare is not free here. During finals week, she is the reason why I eat. Plus when I was like 19, was laid off from my job, had less than 500 dollars in my savings, it took me a while for me to find a new job, thanks to my parents, I didn't have to drop out of college. They didn't have to pay for my college for that semester but they did, which I'm grateful for.
