When you buy a vehicle in Japan, you have to provide proof that you have a place to park it. To get the number plate registered you have to give the dealer a document that shows your address with a map of where the parking spot is. It's called 車庫証明 in Japanese. Without that you can't get a number plate on new or second-hand cars.
