Some of it involves equipment that can go sub-zero as part of normal operation, so the water involved needs anti-freeze. % of water vs glycol varies depending on the application.

i don't know where you are from, but in my country some traffic lights won't do the whole red and green thing during night because there isn't as much traffic, instead the lights will blink yellow which means you are free to drive on your own judgement.
