This song was inspired by stories fans told Chris, and a big part of the song was inspired by stories his lgbt+ fans told him, so he dedicated this song to the lgbt+ community and that's why the rainbow lights are throughout the video

To give you a reference on my credibility on this subject, I have dealt with depression, anxiety, anger issues, and A.D.D. for my entire life.
"Voices" is about something that many people deal with, but not to the extreme the song portrays. It's about having to supress your mental disorders because letting them out would make you be seen as a freak in the eyes of the public.
An alarming amount of people will see someone having an anxiety attack, hyperventilating, scratching and biting at themselves, etc. and just simply say "Just calm down."
An alarming amout of people will see someone being depressive, cutting themselves, having low self esteem, etc. and just simply say "Oh get over it."
An alarming amount of people will see someone with A.D.D. not being able to pay attention, becoming overly attached etc. and just simply say "stop being dramatic."
Nobody sees the backstory to it. Nobody sees that people like us grt slammed with medication and therapy, hoping to erase everything. But they can't and never will.
We CANNOT just calm down, we CANNOT just get over it, and we CANNOT just stop overreacting. But no matter how many times we scream those words, people only ever see us as a freak.
