If you cut three layers exactly the same size specially the neck part you can wear one over the other and again ,(without sew) Or sew that part and some beads to cover the seam.👍👍

I guess would you have to sew if you wanted 3 layers of tulle? Kinda like a tapered look with 3 layers.

Yes it will work but the cape need to be secured on the shoulder otherwise the weight of the back part will drag the front neck part .
