WOW! I've been trying to fix my built in webcam on my Lenovo Yoga with windows 10 now for 3 days. Literally 100's of videos and tons of websites researched and couldn't get it to work. Says camera being used by another app and YES I've tried 16 different fixes from a doz websites. This solves my problem and I can now use my phone for teams & zoom!! THANKS A HEAP.

This makes the Note10+ fairly expensive webcam, but it is truly much much much better than what the Latitude E7400 integrated webcam can do. Thanks for the tip ThinkMedia :) I've tried IP webcam in combination with OBS which produces slightly better picture, but the CPU utilization just kills it. Having the phone connected via USB decreases the latency to a much acceptable level.
I think you have to consider the fact this is detrimental to your phone. Battery use and overheat is an issue. Also if you are using your current phone as a webcam, and what if you need your phone to call into the conference etc? You got no phone to use.

So I did everything step by step and on the phone it says waiting for the connection, and on zoom it gets stuck on trying to find my phone. Any assistance here? Thanks
