He wasn't dicking around, when you get to the flagpole you have to wait for the time to run down to zero, so he made the wait interesting by showing what you can do with TAS, which is the point of TAS videos.
I love the fact that HappyLee took the opportunity to pull all sorts of tricks that probably wouldn't ever see the light of day in other runs. I mean, the Hammer Bros. sequences at 11:55 and 12:25 are EPIC!

But the game really behave so when this movie is played back. No human can have such reactions & foresight to do this in real time.

I saw a video demonstrating how to score as few points as possible where several long waiting periods (to run down the clock and minimize the time bonus) were edited out, and expected this video without edits to be boring, but HappyLee kept the entertainment quite high. 8-3 was my favorite, because of all of the hammer-dodging, and the dancing at the end. Of course, 1-2, 4-2, and 8-4 were a welcome change of pace, too. :)
Man those wall and cliff jumps are some straight up Shaolin Tibetan fighter monk kung fu shit. I'd think even superheroes would think twice about messing with anyone who could do that shit for reals. (YES I'm aware of what TAS stands for.)

Beating castles DOES reward you with points (50 points x number of "seconds" left). To earn 50000 points, you must grab the axe as soon as the timer reachers 000, not sooner, not later. This can be easier as Fire Mario, but becoming Fire Mario and defeating Bowser with fireballs would not make the minimum-score goal possible. To reach a very minimum score on this game, you must beat it with ONLY 1 life, as the game gives you 100000 points for each life left. Therefore, the minimum score for such a kind of run is as follows:100+0+100+100+100+50000+100+0+100+100+50000+100000=200700 Making a minimum-score TAS on a game such as SMB3, however, is more of a chore than it is worth.
Beating the castle levels in Lost Levels doesn't give you 50000 points though, it only gives you what's remaining on the timer like with the regular levels. It took me an entire 1:40 to remember that you get points based on how much time is left on the timer. But for the longest time I was just so confused as to what the point of all of this was. Like is the person making the TAS just completing fucking around, or is this a really elaborate setup for some fancy wrong warp I've never seen? Lmao nope just trying to run out the clock
