Hello - other creams like whipping cream, evaporated milk, or Nestle all-purpose cream cannot be used as a substitute for heavy cream, as it doesn’t have a high enough fat content. Heavy cream has a higher fat content (about 35-40% fat content), which is needed for the frosting to whip into stiff peaks and remain stable at room temperature. If the cream you're using has lower than 35-40% fat, it will not form stiff peaks. So make sure you're actually using cold "heavy cream" - also called "thick cream" in some countries. Hi Lynsmith - if cake flour is not available, you can substitute with all purpose flour and cornstarch: for every 1 cup of cake flour needed, add 1 cup of AP flour, subtract 2 tbsp, then add 2 tbsp of cornstarch, and sift this together. This will act similar to cake flour. Cake flour has a lower protein content compared to AP flour - it creates a more tender texture, finer crumbs, and better rise, which are ideal for chiffon cakes like this. And substituting with AP flour + cornstarch combo imitates that. Hope this helps! :)
