It’s because when you pulled out the old IPR you had 1-2 quarts of oil come out of the HPOP. You now have air in the system that had to work it’s way out. It takes a little bit for the air to work itself out. Mine did the same thing. My diesel tech said this is totally normal.
Clogged fuel system. Took it to a shop and they treated the complete fuel system chemically treated the tank fuel lines new filters and pumps. Runs good now
The fuel system ended up being contaminated. Was growing algae. Had a shop go through the entire system and its running better than ever! New filters, chemically treated tank, blew out the lines, and replaced the lift pump.
@@oneilsgarage how does algae grow in diesel lol weird, but glad it's fixed. I'm going through mine now, but I've already popped the fuel bowl. Looks and smells like diesel 7
Ship it off to a performance diesel shop in San Bernardino, it has been there for a month and it is now up and running. They're sending it to the transmission shop to diagnose a reverse problem we should be getting back shortly will do a video once it's back in our hands. Thanks for the following!

Algee in the fuel system from running dirty veggie oil from previous owner
Sounds like fuel restrictions,check your in tank screens in the bulb on the fuel pickup. Or possibly the regulator spring on the fuel bowl .
It's Not getting any fuel check your sending unit in tank it has filter on it
Did figure out what the issue was? My 02 7.3 died on me Christmas night while driving then started back up after sitting about half an hour

Check your under cover injector harness it is skipping.

My truck is the same model, and it is doing the same thing, and sounds identical to yours. Was just wondering if you ever determined the cause?
