    I live in the US - same problem here if you live in an apartment. My upstairs neighbors are kind and sweet but they can be so loud my ceiling shakes I once even had a light bulb break because of the insane vibration. I blame our cheap construction for most of the noise. They really need to put sound proofing between floors.

    • @mizelle4096

      yes, same. however here you can't even knock on the ceiling because of the construction material. and they don't understand the knocks mean to STFU. they just think you are also making noise,

    It is no better in the other places.. Actually, this kind of situation could have happened in any other country.
    If this kind of issue persist, usually I just move to another apartment. In SK it is easier to do, because generally people rent the apartment and don't buy it. This is not a solution, more like avoiding the problem, but as you've proved yourself it's pointless to talk with a psycho.

    In Brazil many years ago the government ruled the "Law of Silence". During the day you can't make noise over a certain dB limit (it's high anyway) but between 10:00PM and 06:00PM this limit is way lower, so people can sleep well.
    If your neighbour don't respect that you can easily call the police and they can get a fine or even jail (if they insist on it)

      Same here in the US. My city has quiet hours between 10 p.m. and 7:00 a.m. The police will come and make the noise stop. If the police have to keep coming back, the noisy person gets a citation.

    Noise between floors I think is a problem for most apartments and I don’t think anything will be done about existing wall type buildings. If the apartments are all rented I feel the building owner or real estate agent has responsibility to do something. For example if one apartment gets a lot of complaints then they have to change their behaviour or find another place to live. Hope you’re ok Rachel, it sounds bad from what you tell us. It's not just Korea - it happens everywhere. Not just apartments - but next door neighbors in a house could get noisy as well. I went through this here in San Francisco and my solution was very simple. I just figure out when they're sleeping and make sure I make as much noise as possible during their sleeping hours. Everyone has to sleep. It works.

And of course i can't move to another apartment because this one is mine. Here in Greece that problem is HUGE!People they don't care at all for their neighbors. Old and new buildings have the same problem because when they build those damn buildings they don't use soundproof materials.

    I would not reccommend leaving those kind of notes to anybody. If the police gets involved you will have problems for sure because of threatening somebody. And if you get one, simply take a photo + save the note, so you have the evidence for the police. If you need to call the cops again you have evidence of the neighbour threatening to hurt you, and if this goes to court, you can easily get a restraining order. Probably.
    For Rachel: if you get a threatening note from your upper neighbour the police has a good basis to take measures against him. Well I don't know the law in Korea, but this is my logic.
    Edit: Great video anyways! I also had my share of problems with the noise with my neighbours in the past, it was a nightmare.

  • @DjChronokun
    @DjChronokun 3 года назад +11

    this might sound crazy, but people who live in detached houses also have inconsiderate neighbors sometimes, and the same issues with dealing with them
    but it does seem like there would be a benefit to improving construction standards to add extra sound insulation

  • @Philistine47
    @Philistine47 3 года назад +2

    I don't think this problem is just in Korea - I've had noise problems in every apartment I've ever lived in. Eventually I started going exclusively for upper-floor apartments so that I just wouldn't _have_ upstairs neighbors _("What are they doing up there, re-arranging their furniture? At 2 AM? EVERY NIGHT?"),_ and even then I ended up with downstairs neighbors who played awful music at building-shaking volumes in the middle of the night. Once I even had a downstairs neighbor call the police on _me_ due to noise (that turned out to be "noise through walls" rather than "noise between floors" - I wasn't even home when the noise started).
    Though I don't know if there's a black market "noise between floors revenge device" industry here, as there seems to be in Korea. That's... "extra," bordering on "extreme."

    In the US, there are laws governing noise pollution. The limits are as follows: 100 dB, peak response, between the hours 7 a.m. and 10 p.m. and 80 dB, peak response, between the hours 10 p.m. and 7 a.m. Also note that it has been established that it not only causes mental health issues but physical as well. Sound is measured in units called decibels (dB). Sounds of less than 75 decibels, even after a lengthy exposure, are unlikely to cause hearing loss. However extended or repeated exposure to sounds at or above 85 decibels (approximately the level of a vacuum cleaner) can cause hearing loss. Hopefully in Korea they will address the issue!

    What an interesting issue such a balanced viewpoint and well researched with valuable information for those thinking of moving to Korea. Hope your neighbour behaves themselves! In the UK we can get monitoring equipment from the local government to record levels of noise and times over a weekly period. If it classed as noise pollution the person gets a written warning if it continues they can be evicted but it too is a long process. Good luck!

  • @hawj89
    @hawj89 3 года назад

    this is crazy! wow! i know it's pretty common anywhere, but in the US, ppl tend to just tell the landlord about it and the landlord will take care of the annoying renters and if there's multiple residents, no one will really know who complained so it's not as intimating. if the annoying renters don't stop, they can get evicted so even though i've experienced annoying neighbors, i have always felt like there were ways i can safely deal with the situation here. it sounds like it's getting out of control there which is scary. :/

    I am not sure how wall type structure can be used for high rise building. It should be beam-column structure. Wall type can be used for 3 to 4 storied max. However, even for beam-column type of structure for high rise building, this sort of noise between floors is also a common problem. However for a well maintained structure with proper measure for noise reduction is taken, this sort of problem will get solved. But in that case apartment price will increase.

    I have lived in the America and stayed in different apartments in many states because of work. There is no issue with wall-against-wall noises because a soundproofing was placed but the main issue is noise between floors. When a couple's kids run or play toys upstairs, you can hear the sound so loud. You can also hear dogs barking a lot which is also annoying. This issue is not a South Korea problem. I happens to any country.
    In the Philippines, most apartments houses are made of column type concrete floors. Noise cannot be heard between floors but noise coming from outside are way too loud like people shouting, people selling food, children playing and dogs barking. The main possible solution is anger management and talk to the neighbor well and for South Korea's apartment, they must construct a soundproof floors.

    It's not only in Korea, it's a global plague. In France too we have those issues. Notes don't work, you get laughed at or even threatened if you're a woman trying to confront your neighbours. The guy upstairs told me it was his lifestyle, and yeah, it's better now but I still hear them, less loudly but still enough, multiple times a week. In my mom's building, there has been crazy parties for months now and a few families are trying to press charges but it takes sooo long and it gets worse and worse. They throw things from the balcony, like cans and glass bottles, they throw up in the elevator, pee in front of the building's front door... But cops can't do a thing. As soon as they show up, those guys play dumb and turn off the music etc... it's an awful situation, people are getting scared, tired and it really affects one mental health. I agree with you, there should be some stronger regulation.
    Oh and talking about home struggles and dumb laws... here in France we have something in the law that basically states that if someone break into your house when you're in vacation and change all the locks and are comfortably living there when you come back, well, it's their house now. It's a bit more complicated than that but there are some scandal about this issue these days. A 88yo man decided to move out to a home for the elderly, something like that, and when he tried to enter the house to sell it, people were living in it. They finally left a few days ago after five months...

    Hi Rachel, thank you for the insightful tips; they were really eye-opening in more ways than one. I still am very interested to become an English Dialogue Coach for movie celebrities and/or stage personalities in So.Korea. I am a broadcast journalist for one who is also well versed and experienced in PR, Special Events Planning, Tri-Media Interviews, Press Conferences, Interviews, Photo Opps, and the like. Could you enlighten me on how and where to successfully loop my goals by sending my CV to probable entities/agencies that would have the mission and vision of seeing the great results their company can derive from using my many interactive skills? Thank you so much.

    i've lived in apartments in the US most of my life and people are....crazy....those notes are so creepy tho. i lived in korea for a short while and fortunately it was quiet. TuT i wish people would just listen. i wish it was that easy. we've had a downstairs neighbor lady come up and cuss us out the day we moved in, we've had a upstairs neighbor START his party at 2am, and the worst one was a downstairs jerk that still lived with his mom who would play loud music CONSTANTLY and he'd smoke so much weed it started to make our house smell. people just....ugh i'm just so glad our apartment is quiet and smell free now.

    Curious question, how effective are noise-cancelling headphones in this situation? Are there other things you can do to sound-proof your own apartment?

    I'm moving to Korea. The loud noise in between floors won't bother me. I've lived in apartments and townhouses all my life so I constantly hear noise a lot. Also, I'm originally from the city in my home state here in America. The city is loud 24/7 and being in apartments, noise doesn't bother me. So, while I hope the noise issue gets better, it is what it is. So, yep. 🤷‍♀️

    We have something called a noise ordinance no noise/music after 10 pm if police are called you can be issued a fine. Too many complaints your landlord can evict the tenant. Hopefully these laws someday will be enforced there as well. Sorry you are going through this.

    I live in USA and my neighbor is so loud, you can hear the door opening and closing. She is a pastor so you hear her praying very loudly early mornings and evenings.

    This sounds exactly like living in a NYC apartment building. Older buildings still have either concrete or pillars between the apartments that make it less noisy. My upstairs neighbors sound like they walk with bricks on their feet. So If I ever decide to move to a major city in Korea, I guess I'm ready for the noise. Thanks for the video.
