      @Manisha Sinhababu Yes, I agree with this comment. Other neighbours are also probably aggravated by this neighbour, it may be better to co-ordinate responses and look out for each other. Also keep a log of incidents and report it to the building manager. No landlord wants problematic tenenants. Unfortunately it takes time to fix.

    Hey Rachel, is it illegal to host parties right now in South Korea because of Covid? Because if it is, then the next time the psycho hosts one, maybe you could call the police on the grounds that he is actually breaking the law. Then they can arrest him and his mates for having a party and maybe they could investigate him and help you like that?

      Its not illegal per se to hold parties in S Korea rn due to Covid - it's just that the number of ppl allowed inside at a time is limited to 5? i think or 10..? So unless they invited more than that they technically didnt break the law.. n she probably doesnt have a way to tell exactly how many ppl r in his apartment in any given moment.. :/

S Korea also had a curfew at 9 pm but they just allowed certain establishments to be opened one extra hour because the numbers for new cases and deaths have decreased but of course, there are still a good number of restrictions put in place despite the relaxed curfew restriction
      Hopefully we all get through this pandemic safely and i pray for all those who lost their loved ones due to this fucking virus 😭🙏🏻😡

    I’m sorry for this stressful situation 😔. That police response was so frustrating to hear. Wish you didn’t have to deal with this situation or that person. You should always feel safe in your home. Wish I could do more to help and be there for you, and you’re doing what you need to do to be safe.

      I completely agree with you Joey. I wish there was more we could do. My daughter is in the same age range as Rachel and if anyone ever gave her crap they'd have to deal with me. Maybe we should "adopt" Rachel just for this occasion.
      When this covid settles down and we can travel again I do want to go to Korea. I'd be more than happy to talk to your neighbor.

      it's just neighbours arguing 1vs1 so far
      if he is doing parties so often,why doesn't other neighbours react?
      rachel's word versus that guy's word,police can only give a fine for disturbing public order to that guy if he makes noises after 22:00
      until other neighbours don't complain,it gonna take a long time to resolve the issue
      in my block we had a criminal and gang member who always partied only late at night,people from entire neighbourhood called police and police just warned him
      my country is very corupt cause that criminal even worked for city hall despite being an ex-convict,his boss was also working at city hall as guidance conselor also an ex-convict
      mayor was at their feet kissing them
      the boss had an arrest on his head,the police waited for him to dress,to eat....if he was a normal person then police would take you with force but here police are friends with criminals,politicians also
      i don't know how much korea is corupt but living at house it's always better than block/apartment
      also big cities are so overated,small cities less people and if you don't everybody there will be neighbours who kinda knows everybody

    My first apartment was above a deranged person. He even attacked one of the neighbors. I wouldn't leave my apartment if I saw him outside. After two years he got evicted. I hope you don't have to wait that long.

    With the police saying “we won’t do nothing unless he does something first” they mean “we won’t do nothing until you are found dead” typical police. I love true crime and listen/read about it everyday and that is always the case. Please be careful and take precautions.
    Also keep reporting him, keep calling the police so if something happens it will be blamed on the police and they will be dragged through the mud. If you can get a mace, a bat everything you can so you can be able to grab it quickly but that they won’t be able to find it if they come in. Also get a male friend or family to live there so you be able to feel safer. PLEASE BE CAREFUL

      @jancsi 1 police forces everywhere are known for taking steps too late, most times where the victim ends up dead :/ you see it often with stalking cases or with domestic cases

    I live in an apartment here in Canada and I've lived through this situation and the polive do the same sort of thing. The only one who can do anything here is call the landlord and if they get too many complaints against them they will get evicted so maybe contact your landlord

    For what it's worth, I think every woman anywhere has had an experience where she realizes she is smaller than the man she's dealing with. I had one recently, and it was really off-putting. I'm so sorry you had to go through this, and I'm so sorry that women as a whole have to feel this way, but the silver-lining is there's solidarity. Be safe, girl!

    There must be neighbors who are living right next from both sides or right in front from his apartment. Ask them if they get bothered from him as well.     Hey, aren't their terms and conditions in your building that he violated by his actions? At any rate, it's good to report it to management. Having tenants like that is very bad for business. Spread the word, never keep quiet, and insist, not ask, that management do something about this. You are entitled to enjoying your apartment without this harassment. Perhaps consult with a lawyer. It's that serious from what you say! Never give up and don't comprise on what you need and want! I know it's easy to say these things, but you have the right to take these actions. I wish you the best!

    i had a crazy neighbor like this and the building management wouldn’t do anything. it was so similar to your situation with the noise issues. i finally just had to move out early and lose money bc i no longer felt safe there. please carry a self defense tool and keep yourselves as safe as possible. it’s not fair what women have to go through. these guys would never harass other men like this and we know it.

    Does your building, or local government, have noise regulations? Contact the landlord and council to find out, they may be able to do something about his anti-social behaviour.

    It sounds like the beginning scenes of a vigilante movie. Narrator's voice - "It all started when he tried to threatened two seemingly helpless neighbors in their home. Little did the man upstairs know what he was getting into..." Cut to scene of Rachel kicking down HIS door.
    Rachel says that she wishes she could deal with the problem like a guy, brings to mind the image of a hulking "Rachel" threatening him to keep it down. I wonder if there are any building tenant agreements that would show that he is breaking some building rule. It seems doubtful that the building would let anyone do what they want once they moved in (granted, the building management usually don't want to be bothered with these types of problems). Also, I wonder if any other people in the building are upset with the late, loud sounds.
    We love you Rachel. I love the pink hair even more as the color slowly changes ("Ash Pink" is one my favorites). Stay safe.
    edit: Another relatively cheap thing you can do is to add an additional, beefier lock to your front door. It would be mostly for the sake of your mental wellbeing, because it is unlikely he would actually be able to get in with even a normal lock.
    edit2: I just read in the comments that it is a townhouse layout, with no real building management. Hmm, I guess we have to go with Plan B and Rachel with have to become the vigilante...

    Wow that's so scary I'm sorry that's happening to you and your sister. I was so frustrated hearing how passive the police are about the noise disturbance and threat. He kicked the door that should be enough to consider it as a threat. I live in an apartment as well luckily it's more of a family friendly complex so I dont run into people like that. Hopefully he moves out because your other neighbors are bothered by his action. Idk if this will help but if you guys have a building manager to talk to and if you have more neighbors who agree with you ladies that he's being to disruptive they could kick him out .     Are you the only one who hears the noise? If not, coordinate with other´s in the house and act as a group.
    If you become quiet and let him do his thing it will only get worse.
    Fight back, but keep it safe!
    Maybe a little counterharrasment.
    Hit the wall for an hour,
    train your skills with a hammerdrill early in the morning,
    you have doorbells downstairs? give him a wakeup ring when you leave the house early,
    maybe block it in a pressed state.
    But don´t become a fanatic ^_°

      I’m sorry but counter harassment is not great advice. If Rachel wants help from some sort of authority (whether that be the police or an owner of the building) she needs to be absolutely sure that she can not be accused of being part of the problem - what if he or others start to complain about Rachel making a lot of noise? She needs to “stay in her lane”, document the harassment/anti-social behaviour (call the police, video and audio record whenever possible etc.) and talk to the other neighbours (like you suggested) who might want to be a part of a joined complaint. Plus if this person has an untreated mental illness or is on drugs he might be straight up dangerous to harass

      This sounds like a guys writing. For most women doing this is a bad idea. If he wants to hurt her she will probably not stand a chance at least considering what she said in the video. If he is really a psycho counter harassment can be dangerous. Working on getting him kicked out is a better option.
      Maybe hire a tough guy who will go upstairs as your brother or uncle and have a talk...

      I doubt that's helpful advice. Backing down is not the right way, but confrontation or playing "I do you as you do me" will end in a bad situation for Rachel, especially if that person isn't a stalker or psycho after all. If he is a stalker, that kind of attention will convince him that she is interested in him. Rejection is a form of attention that some people misunderstand as affection in disguise. It also would create new situations for him to get closer to her or spot weaknesses. She did the right thing so far, but with exaggerated expectations. The police can't detain him or remove him from that apartment for what he did so far. Finding support with neighbours could help. Also enforcing the house rules for tenants via the landlord. That's the best option to get that person acknowledge the rules of social interaction or get removed from his apartment. I would mention the door kicking, landlords do care more about their property than the personal situation of their tenants.

    This incident really scares me . The fact that the police warned Rachel to not run into the psycho rather than strongly telling the man to leave the girls alone proves how our society is shaped into always blaming the girls for a man's wrongdoing. If a girl gets harassed by someone while coming back from work late at night , no one will tell the criminal to behave himself , rather they will tell the girl to start coming early from work just to stay safe. In our country girls are literally eve teased on the streets ! When this happens everyone tells the girls to not wear short skirts or revealing clothes (or to not even go outside anymore) . But no one tells the convict to actually respect girls . But the truth is girls get eve teased by bad guys no matter what they wear. Why else do you think that girls get "dress code" in schools . Its because the boys will get 'distracted' if girls show too much skin. The sad part is that no one is willing to educate a boy on how to respect girls . Anyways sorry for such a long comment.

    in my apartment, in my opposite flat , a man keeps on playing heavy metal music on a loud speaker from 6 in the morning to 11 in the night , even when no one are there in the house ! there were even 6 month old babies living here !
    all the uncles confronted him , he argued with them for a whole ass hour and later he started playing the music even louder !
    now i am typing this comment while listening to some loud ass s**t !

    Rachel surely has a tenant contract that states the owner, even if there is no management. Sending the owner evidence for that person damaging his/her property should trigger some reaction.

    Apartments are some of the worst places to live and if you are in the middle then you have someone above you and below you harassing you in addition to random people throwing trash in your yard. Apts are full of witches

    the police should have at least arrested him or threatened to arrest him, for one he's probably being a nuisance for everyone in the building and he has a higher chance of bringing covid into the building with all the parties and with the parties he's having and he should be fined for it (at least thats what they do in the UK) im sorry you have a prick of a neighbour

    When I was a kid we had a neighbor that would kill our plants, break our sprinklers, block our driveway with his car (then have it moved by the time the police got there) etc. We never talked about him because we knew he listened in on our house by picking up our baby monitor frequency

    I saw a report about a similar case, when the neighbor attacked a family, they called the police, but the policewoman fled from the location. It's very frightening when you couldn't trust the police.

    As a woman, it's so frustrating to be told that you should change YOUR habits or lifestyle because of someone else's actions. But even here, in Canada, it's similar. The police often can't do anything unless there's a really clear, documented, verbal threat to your life or the person actually hurts you. It's so reactionary, and frustrating. Sorry you have to go through this. Maybe the landlord can evict him?

    My neighbor, who is in a whole separate house next to our house, plays his music I kid you not, from around 8pm to 6am to sometimes even 10am! My boyfriend already went over there and asked him to turn it down. He said when he went to talk to the neighbor that he didn’t even hear much music, it was mostly just bass! His excuse (you thought yours was ridiculous with the laundry making loud noises 😅) was that his CAT MUST HAVE TURNED IT UP! WHAT!? So he did finally turn it down...for about a WEEK and then gradually started turning it up again!! This has been going on for about 6 months now, maybe longer. It’s ridiculous. I don’t want to have to involve the police, but I feel like being nice about it isn’t going to work. Our neighborhood noise ordinance is 11pm and the fact that it goes on for way longer than that is ridiculous. So I totally feel your pain. And our neighbor is a complete weirdo as well. I’m terrified to go over there by myself. And my boyfriend only says something for me because he can actually sleep through it. I’m a light sleeper and can’t handle it, so I feel like a burden even sending my boyfriend over there. Stay strong, girl. Idk if you guys have pepper spray over there, but definitely get yourself some protection just in case! 💗

      I feel you. Was in a similar situation once. Me in my boyfriend got into many fights over it, because he would say I should just ignore it. But I couldn't sleep and I couldn't concentrate. My boyfriend would do most of his work with headphones on and just ignore the noice. He could also just sleep through the noice. I couldn't. Luckily we have a long distance relationship, so after some weeks of staying over at his appartment at holidays, I could finally go back home into my quiet, peaceful appartment. I don't know, if I could've handled it any longer, if I didn't have my own appartment to recharge. After like two years of noice, the neighbours then finally stopped, I think they just moved away. I can now finally think about moving in with my boyfriend again and we aren't fighting so much anymore. I hope it gets better for you as well. Wish you all the strength in this world and please don't think your needs are any less important than others. Stay strong.

    My cousin moved into an apartment complex by herself and this strange man and his friend kept following her, or behaving strangely. They would hover around her door, try to get in elevator with her, or follow her to the door. I gave her a taser. She moved out of there now but that was scary because she would call me on the phone. It is difficult being a woman living alone. I hope you are safe now.

    Are there self defense classes locally? It might be a good idea to try to take one with your sister. Those skills are always good to have. If you can, keep pepper spray handy and practice using it. Stay safe and I hope this blows over on its own!

    I’m a tall and big guy. The only people that mess with me are people with a chip on their shoulder. I have a sister and if someone did this, I would do everything within the law to make sure that man had to leave as soon as possible. I hope this guy disappears soon and never bothers you again.

    In the U.S., most apartment communities/landlords will serve as eviction notice after 3 noise violations. Police can also arrest those who get physical the way he did when he kicked the door with your recording of the incident. I hope you and your sister stay safe!!

    Trust me, I can understand your situation. My brother used to have a tenant renting a room in his apartment, and he's super obnoxious. Said he hated smoke (causing other tenants to not be able to cook), hated food with strong smell (he had the audacity to throw away my mom's fruits once because it had a strong smell, and not telling us anything about it until we found out!). When we yelled about it outside his room, he made a huge fuss and started punching and kicking at our room door. We were scared beyond belief. Those people are unbelievable!
    However, I wish you could tell your apartment's tenant management about it. They ought to do something! And the police's response to your report was ridiculous, he was saying *try not to run into him too much* .. Like, really? But it's good that the officer came and talked to him. Idk if that worked, obviously.
    I wish you and your sister safety. I hope some other neighbors will start to realize something's wrong and start reporting him too. I mean, maybe you could try talking to your other neighbors about it? Cause there's strength in numbers!

    "He'd play his guitar and sing along with it." OH MY GOD my downstairs neighbor would wail at the top of his lungs while banging away on his guitar every day. And at my place before that, the guy downstairs would play piano and sing--and it was always the chorus to Sia's 'Titanium' over and over again. That guy had parties every single week too. To make it worse these were both shitty 150 year old buildings with no insulation. Anyone who thinks it's okay to behave like that in a communal living situation is unhinged. Apartments are a nightmare. 😔 Sending you good vibes and hope that things improve.

    I had a similar neighbor in my college dorm a few years ago. My next door neighbors would play loud music all day and night (with a lot of bass🙃) and sometimes have people over and randomly yell alot. It was even worse because our rooms were so small and you could hear your neighbors pretty easily. T___T It never escalated to this point but the guys in that room got several reports against them, but nothing ever happened except a warning. I think I heard that one of them was diagnosed with schizophrenia. I hope your landlord does something about this situation because you never know what this guy could do. Stay safe Rachel!

    Hi Rachel. So sorry to hear about your ongoing inconsiderate neighbor. It sounds as if you have done everything possible to reason with this extremely inconsiderate individual. This is a most uncomfortable situation to deal with and not everyone is considerate in their living environment so I would like to try and help you. In California, if you live in an apartment then you don't own the property so you have a landlord or property management company to whom you make your monthly rent payments. The landlord or management company should have written rules for all tenants to follow and everyone must comply to avoid these situations. If this is the same in Seoul, and with you, then your next step is to write the landlord/management company a letter explaining how this neighbor above you is making noise at unreasonable hours and your polite efforts to ask him to stop. Documentation is the key. However, if you own the apartment, like in other parts of the US such as New York City, then you may have to take legal steps. My suggestion is to contact an attorney to see what the next step would be. Keep in mind, the relationship between you and your neighbor, which is not good, will most likely deteriorate further because in my experience, people like him are, and will remain, very unreasonable and inconsiderate. I would also suggest that you follow the advice the police officers gave you and avoid any confrontation with your neighbor. When going out try to go with friends (strength in numbers) and always be aware of your surroundings, especially at night and when you are out alone. I hope this is helpful. It is advice I give to my daughter, who is about your age.

    If I were you I would put the cctv, making him know that you are not living alone, invite people time to time just for a coffee, always telling at list to your sister if you are gonna come home, so you can check each other, doing videos it's an other good point, because we are gona suport you, even if we are not in the same country, I don't know if a pepper spray it's legal there (just in case he smash things again), calling the police and living with someone else in this case it's a good point.

    I'm so sorry you are going through that. I am living in Korea and I live alone and I used to live in a building with a lot of middle aged men who stood outside smoking and drinking and would stare at me and sometimes knocked on my door at like 2am... Thankfully I moved cities last year and now I'm in a better place. It's so scary and we can feel so helpless in these situations. Do you think contacting your landlord would help at all? Maybe if enough of the neighbors complain he could be kicked out? Anyway, I am praying that he moves and that you never have to see him again. ㅠㅠ

    You are so right that he wouldn't have bothered you if you were a man. It's awful how the law can't protect you in this situation. I've had something similar happen, where the officer told me to avoid a neighbor. Have you contacted the observer of the building? Telling the owner that your neighbor is dangerous and you've had to call the police because he's threatened you, that could cause a lot of trouble for the owner.

She's better off leaving it to the police.     I live in a house and this same situation just happened to me, I got the same response from the police; I have multiple cameras and footage and when I call the cops they said “we are only here to prevent incidents, unless you get hurt we can’t do anything” yes, it’s sucks being a women and not taken seriously when calling for your own safety to the cops.     I'm so sorry to hear about this horrible situation you're in. If it doesn't change within the next couple of months, I would advise you to move. Don't stay around to let the situation escalate with this crazy guy. Your home is supposed to be your castle, your comfort zone - don't let this psycho take this away from you. If you and your sister even have to move back in with your parents until this matter gets resolved, then do it. Is there any way to get the landlord involved?

    I was the other side of this situation (a little bit) a long time ago as a student. I lived upstairs from a young woman who was also a student. We were the only two people in this house. But she had a much more regular life than i did. I worked late and was up most of the night. I wasnt crazy loud, but i did play music or make noises going up and down stairs, or having co-workers over after the bar we worked at shut down. The girl said something to me once. The landlord talked to me a couple times saying the girl downstairs was complaining, but i blew it off, just thinking that she also woke me up in the morning sometimes and its only fair. But when the girls mom came to visit and then paid me a visit everything changed. She told me this girl was afraid of me. I never thought about that. I am a very big guy, and I do admit I was pretty unkept and scary looking in those days too.
    But I'm not a monster, i was just insensitive. Knowing that I scared her changed everything for me. Nobody except a true monster really wants to be scaring people. We ended up being good friends after this. Not saying that this is a match to your problem, just suggesting that before you start an ever escalating battle with him that will just give you more grief, that maybe if he knew that you and your sister were truly frightened of him might get him to be more respectful. Maybe the police could help you deliver that message.

    This is so frustrating i couldn't even finish the video without commenting this: Report him to the landlord and talk to the other neighbors (the ones next to him and above him) to see if you all can report him to the landlord and the process can go faster. If you have support from you neighbors it can be easier!

    I think calling him a psycopath is a bit much, bc Antisocial personality disorder is a real thing.

    I can totally relate with u all about the noise. It's really disturbing and actually it makes me mad whenever I heard the noise. For me, I have been home-stay almost 24/7. Sometimes, it makes me sick to hear those noises. In my case, the most noise polluter is a family next to my room.
