You're obviously new to this.
This happens if it's the first time you step into Oxenfurt and have a ton of money.
Even if you never cheated or used an exploit in the game. I had 75k when I reached Oxenfurt for the first time on a New Game+ and then had a chat with this gentleman.
It used to be that you could buy clams from vendors, dismantle them for pearls and sell those for a tidy profit. Or you could kill the cows in White Orchard and sell the leather. Both the exploits referenced here. You still can waltz into people's homes and take their stuff though.
Besides the Taxman, CDPR added a Lvl 30 (or 80 if you're in NG+) that spawns if you kill the cows in White Orchard.
Not satisfied in patching the glitch, they went the extra mile of adding content just for a laugh. THAT'S how you make a game company!
Also the blacksmith glitch in white orchard I made more than 500,000
Isn't the cow exploit covered in an extra fun way as well?

*Every RPG Hero in the whole multiverse shrugs in guilt.*
Not my Dovahkiin, no. She never stole from the innocent. She hunts dragons and sells their bones for money, and she also forges weapons to sell for cash. As for my Fallout characters, my Courier and Lone Wanderer, the former sells meds she makes to cover the costs of her adventure, and the latter sells alien weapons she seized as contraband during the Mothership Zeta incident.
Other heroes, however, have the legal authority to steal. Mario and Luigi, the Hero of Kvatch, Commander Shepard, and Link all work for the governments of their day. Shepard is a Spectre, a licensed agent of the Council who can steal or kill at the drop of a hat and still be legally scot-free because the Citadel Council gives them extralegal authority. The Hero of Kvatch works for the Emperor of Tamriel and his royal guards, the Blades. The Mario Brothers work for Princess Peach Toadstool of the Mushroom Kingdom, and Link works for Princess Zelda of the Kingdom of Hyrule. When they steal or take from your home, it's not theft, it's surprise taxes for the state to fund campaigns against the Reapers, Bowser, the Daedra, or Ganondorf.

Knowledge of the game you're playing that well can still be argued as 'earning' it though. Stealing/Finding raw mats then using your maximum blacksmithing skill too make gear for profit for instance. Buying mats for cheap on one end of the map then selling them for double elsewhere also.

In Borderlands 2 it is actually stated that the characters from BL1 crashed the economy by mass-selling looted guns
You don't even know how much my Dragonborn, Herald/Inquisitor, and Nerevarine has , it's ridiculous.
As Hero of Ferelden, I made millions buying lyrium dust at the circle tower and selling potions at Denerim. As lyrium is somewhat analogous to a narcotic (it builds dependency), it was equivalent to trafficking drugs.

How do you unlock this scene?
you glitch money basically
In other words, you can prompt this sequence by earning significant sum either through exploits or glitches for money but it has a chance of this scene not happening
DeletedGemz didnt exploited or glitched anything and he still appeared.
Unless you count as exploiting the act of selling weapons from low level bandits on ng+, which gave me 300 gold or more each since the weapons were leveled up for that mode.
nice boy I never said he was exploiting or used glitches, I was stating them as examples - I haven't glitched, or exploited money and I still got the scene. So I know that there are other ways of prompting this dialogue in-game
It's probably triggered by getting more money than X in you playthrough, but this is just a guess. Almost certainly not HAVING, because I had this dialog after I gave all my money to this equipment enchanting guy in HoS and had like 8k gold.

Eh, many ways to counter that one. There’s sort of an exploit I found. It’s a lot less tedious than diving for pearls and other menial tasks. In Toussant, the quest “Knight for hire” where you hunt down criminal knights. The ones that lead a bunch of bandits and have unlawfully gained abandoned estates/fortresses. You can kill everyone except the boss and leave with all the loot and come back to a fully occupied garrison to kill again. Rinse and repeat. Idk how long it takes for them to respawn so try to leave 2 or 3 unfinished before you gain enough gold to be comfortable. Sadly I found this exploit too late and only have the last fortress to exploit. But they seem to respawn relatively quick. They’re there whenever I sell the loot and come back.
So far I have grandmaster feline and ursine gear with all the best enchantments. And I still have 200k gold. With 3,000 Orens and 3,000 Florens, at least 10 of each jewelry along with a vast number of tradable goods in my chest at Corvo Bianco for my trustees. Incase I die on the path. Yennefer can live off my accrued wealth and take over my estate. Doesn’t have to lift a finger until she meets me in the after life.
When I first played Witcher 3, I killed some goose and cows every time I I came back into town. Didn't grind them.
Then some horrifying demon came out of the fields and killed me.

"There are two certainties in life: Death and tax." - Benjamin Franklin
Yet another reason that CDPR is one of the greatest game studios and that The Witcher 3 is one of the best games of all time
Taxman: "You've come into a great deal of coin. Quickly."
Geralt: "Yeah... I murder whole bandit camps and then sell everything they own to the nearest merchant. That adds up between actual monster contacts."
"have you ever waltzed into someone house and taken stuff without permision"
ME: "uhhhhh....."
I haven't played witcher 3 in a long time so when he mentioned Pearls I was like
BRUH XDDDDD
" Have you ever forced your way into someone's house and stolen their valuable stuff ? "
-No but there is a Dragonborn guy in Skyrim that has 100 Lockpicking.
Hey. Hey you. You are finally awake..
This isn't a glitching thing, it's tied to your current gold. if you are carrying 35k this scene comes up.
Lol the guys name is Walter Mitty as well xD aaaah keep it up CD Projekt Red ^.^
Bakairo89 what about it ?
I know the Walter Mitty movie with Ben Stiller, but I don't get the connection.
Ottifant The original short story for Walter Mitty was about a man who was obsessed with daydreaming but was forced to come back to real life to deal with adult responsibilities.
I'm crazy enough to fight ghouls, vampires, hags, witches, drowners, spiders, wolfs, griffins, and all other monsters, but the IRS, noooo thank you!
"Thanks for your time, Sir Witcher. Oh, would you perchance know the whereabouts of one Sir Link, Cloud, Dovahkiin, Cmdr Shepherd, any Gray Wardens, any characters answering to Lone Wanderer or any rather fair-looking fellows with outlandish hair?"
LOL
Did nobody notice he is called Walter Mitty?
Your answers are boring...
David Letherine I wanted to keep my coin.
Dr Mittens PhD He will take some of your money
David Letherine He will take roughly 20,000 crowns
LisaLisaKenadoresher Vegetariansoylentgreen haha that's like 3/4 of my fortune
In my playthrough when I met him i had around 300k from using the beehive glitch, except I had the game glitch and it ended up insta killing the smith and spawning around 7 corpses and loot from all of them even when I didn't have the hive so I could always go back to him and he would die on his own and drop me around 100k at a time.
oh Geralt you're such a liar
Lol😂😂😂😂 I better stop doing the kaer morhen glitch and the others.
Mind telling me which or how does the glitch works? Haven't found anything in kaer yet, I mean swords and armors but nothing else
Santiago Álvarez
In the ruined watchtower the sword glitch.
there is a skeleton that can be looted in the ruined watchtower where you get the wolven diagram. There are two items in this skeleton tho only loot the sword and leave the letter. save the game and just after saving the game you then need to load it. You'll notice that the sword is in the skeleton's loot list again. Repeat it till you are satisfied and sell it.
I looted the letter too and the glitch still worked. I stopped at around 11 times coz I was bored to death
god bless ya with that loading screen i probably would have fucked the console through me winda
I didn't even know about the glitches until I saw a video about the fiend punishment. I just sold my enemies' weapons to every blacksmith.
This guy doesn't appear because you're "glitching". It's just a comical encounter. I've met this guy in the game despite having done absolutely nothing to cheat.
This
It is triggered by having more than 35000 crowns and the hearts of stone expansion when you first enter Oxenfurt
I love how they rub in what an “upstanding person” the glitchers are lol. Guilt trip them!
That last question shocked me so hard... the nerve on this guy! Thank God he never asked how much i spent to upgrade my gear.
Question four: "Did you participate in the 'Willis' glitch involving a beehive and the use of Aard in the village of White Orchard?"
hahaha I did that! I started a bit late so that was the current money glitch at the time. I think they fixed it.
i want to play again but i need to find out what the latest tricks are for earning money as some stuff is uh...eeeexpensive
U will get that conversation anyway it doesn't matter if you're using the dev console or not it triggers at a certain point in the game
The food has no weight! It's begging to be taken!
What kind of man would get into the Bivalve trade without knowing their true worth? Sounds like their asking to get taken.
That's a lie, That's a lie, That's a lie lie lie
ah yes ac4 derby ram....
This ram and I got drunk, you know, as drunk as drunk can be, And when I awoke, we were far away out to sea.
can't believe Im not the only one stil playing AC4🤘🏻
Two hundred percent for the seller's ignorance? are you serious?
That's like the shit the author of the Witcher is pulling trying to get a royalty after he already gave his shit away.
Lunessia maybe that's the joke. But who knows.
Lelouch Lamperouge I doubt it was but it's actually a great comparison
Gabe Merritt Just my opinion on it. It is rather similar though.
Its actually a law on many countries its forbidden to take adventage on peoples ignorance
+Lelouch Lamperouge No, the whole exchange is a funny joke made by the developers, jabbing at the players for the money exploits they been abusing.
That line about the 200% for seller's ignorance with the pearls references the money exploit involving pearls where players can buy shells from NPC's, open them, then sell the pearls back to the NPC for easy profit.
I believe that line was the developers making a jab at themselves for their ignorance on not realizing this exploit until after the release of the game.
I like how the Witcher profession is basically an exterminator, makes it sound less badass
can't even escape the IRS in the virtual world... smh
It would be awesome if the taxman became a running joke in all rpgs from now on haha
Sergin nah not the 90s anymore
There was a "Lord Foreshadow" that has appeared in black isle / Bioware fantasy games that gives clues about upcoming studio releases. Started in Baldur's Gate. think he's in neverwinter and one of the Dragon Age games
Seriously I think that would be great! If a guy approached me in Skyrim for making 400k gold doing alchemy and enchanting I’d laugh my ass off!
I’d be down to see this in more games
Gta players getting shot up by the irs lol
Elder scrolls 6

*Thinking* "I forgot to pay taxes, I forgot to pay taxes-" etc.
Never had this on my first run thru never got him, but when I started a NG+ with 60k coin I got him when entering Oxenfurt and was like, the fuck, tax? Seriously?
same
"It'd be rude to disagree" lmaoooo
I got this without cheats lol, I basically sold everything that I didn't need lol.
Same
If you have about more than 35k gold before entering Oxenfurt for the first time, youll get this scene
@@kawabatayuri you dont need to be there for the first time i got this guy on like my 20th arrival right after selling junk to people lol
Have you or have you not used Cheat Engine 5.6?
Me? Ofcourse not!
i never go into people's houses and take things, wtf are u on about?
I took ALL the things!
Nikolaus Jones you are a dumbass😂
Geralt of fucking Rivia You aren't very bright, are you?
*stops stuffing sack with house goods and removes bucket from random citizens head* Yeah, who does that, must be mad.
It be like that in real life tho. "hey you! We can smell that you've been making a lot of money. We don't know where you got it so that must mean you owe us a portion of it!"
the developpers actually reward you for lying.
Got this guy visiting me and I didn't even glitch money.
I thought this scene would only appear early in the game if you had a lot of coin. But I got it nearing the end when I had 30+k. It surprised me.
