I thought Ozai was boring but I wouldn't say he's the "least complex character"
His complexity wasn't necessary. He needed to be straight up evil. A representation of the Fire Nation's grip on the world. An impossible feat for Aang to overcome.
If they had made him more complex, we may have sympathized with him more. Then there wouldn't be any tension in the final battle because we would automatically know that Aang would not kill him.
Ozai is my third favorite character in the show. Mark Hamill has a bit to with that.

If they let Mark write and put his input into The Last Jedi then we wouldve had a remarkable movie. When Mark mentions about his parents wondering if its normal for a 9 year old kid to practise his richard nixon impression? I too wasdoing alot of voices growing up, my parents said it wasnt normal and that i should be careful doing it around other kids because they might make fun of me, i wanted to be a voice actor but my parents said it wasnt a realistic enough goal :( i still toy around with voices today as a young adult lol :)
