Criminals are too violent, but residents with cars are easy targets

People are avoiding the city like the plague due to the crime and homelessness-- and the city comes up with this bright idea? Yet another reason to avoid the city. Now you can get a broken window AND a ticket. The true definition of insult to injury.
I stay on the west side and avoid the east side for this exact reason. Much chiller and safer out here. No homeless. Less enforcement.
