1st arrest made in 'Bait Car' campaign, SFPD's renewed effort to prevent vehicle break-ins

- New data shows that criminals break into 55 cars every single day in San Francisco. Viewers sent the latest pictures to the ABC7 I-Team of car burglaries that they spotted or, in some cases, suffered themselves.
But, some good news -- the SFPD says the number of car break-ins is down 5% from the same time last year, and they credit the use of bait cars. The I-Team's Dan Noyes has been looking into the first arrest in this latest "bait car" campaign.

The FBI needs to investigate the judges and DA, something is not normal going on in SF and in California. To let this guy out and dismiss 99% of the charges is an insult to the residents of SF.

Judges should be held accountable for letting people like this out of jail.
Judges don't make the laws, and judges are legally bound to follow the policies, procedures, and directives of the local district, city, or county attorney's office. Most often, those policies, procedures, and directives are set by city councils or county commissions. In many cases, the policies and directives are set by the state attorney general or the governor in California. If someone should in some way be held accountable, it is the people who vote for and install the various attorneys, council member, commissioner, and legislators who set the legal standards.

@freshdindumuffins9111I'm not against you on this, but who is responsible for teaching them? It's a persons responsibility to educate themselves once they reach adulthood and without proper education, (especially on methods to successfully raise a child) individuals will entrap themselves into a system that does not offer support for them, and they will inevitably teach their children their own poorly controlled behaviors that lead to inappropriate misbehavior as depicted in this video. The public prosecutor in SF is also to blame. I spent many years working in SF and I recall a story of a man who was breaking into cars and was caught and let go many times. They finally kept him behind bars after he stabbed someone. I guess my point is that multiple parts of the system are failing.

This car thief has sent a clear, unambiguous message to society that he will never stop robbing no matter what happens. That giving him more chances has zero effect. That the only thing that will stop him robbing is being behind bars.
Okay. The judiciary needs to listen to his message. From now on, every time he steals he gets an automatic 10-year sentence.
Thank the Judges for letting him go. S F needs some new Judges. They should be heald accountable.
I got caught at the age of 19 breaking into cars in Mobile, Al. back in 1990. I was given a 10 year sentence and it changed my life. I got my GED on the inside as well. I was given a full pardon many years later and now I'm an Insurance adjuster and a law abiding citizen. If you ask people who know me today that would never believe I did those things. People can change. But you have to feel the severity of what your doing and know it was wrong. I have also seen people that no matter what you do to them they will never stop.
Update to answer some questions below. I broke into 11 cars that night and was charged with 11 different cases. I had a court appointed attorney that I feel like could have done much better. Back in the early 90's Alabama judges were tough on every type of crime.
The Pardon
After staying out of trouble for more then 20 years I got an attorney and applied for a pardon and it was approved by the Alabama Pardon & Parole Board. It restored all my civil liberties and restored my gun rights. I served 2 & 1/2 inside then I got parole and then I ended my sentence on parole about 9 months later. In Alabama if you stay out of trouble while incarcerated you will serve only a 3rd of your sentence. 3 years / 3 months on a 10 year sentence. Alabama changed the law so you still got good time while on parole ( 2 days for every one day served)
This should have the most thumbs up here! And right below it, my comment about backing up your photos, if I do say so myself.
The liberal regressive mindset is that anyone can be redeemed, it's a noble ignorance. Jails are full, Einstein. All 30 plus California prisons are at 115% capacity. Jails and prisons are not stopping crime. Criminals are not afraid of prisons.
Do the math. California spends 15 billion dollars for the Department of Corrections. 122 thousand inmates. We need to jail 5 to 10 % of the State. 40 million people live in California. What would it cost to lock up 2 million to 4 million criminals? And that is just California. 49 other States.
Regardless of how extent the law gives to these criminals. The jails are already at the maximum capacity. The issue is our law system is too weak.
If implemented the law with hands cut off after a second crime committed. The crime rate will drop to 90%.
Wrong platform buddy
But George Soros doesn’t want that.
This just proves to us that crime really does pay. That there are no consequences ... and thus, there's no reason to stop.
It’s actually now a legit career in San Francisco
Retailers are pulling out of San Francisco by the dozens each year as the DA office stopped prosecuting for shoplifting. But, it is a crime for security guards to use any force to stop the thieves. So, word has gotten around that it is too dangerous to be a security guard and the police will not respond. Target, pharmacies, Starbucks, etc. closing many locations. And, restaurants losing business because people afraid to park anywhere in SF (or Oakland). The convention centers are next to go belly up because many organizations have learned the hard way that SF is a big liability.
Had a local car stopped by the police. Three preps in a stolen car and the driver had a ankle bracelet. They were put in county jail for a few hours and let go. Under age at 14- 16, so they were untouchable according to the court records...
In Democrat run s holes you are absolutely right. Everywhere else in the US actually prosecutes criminals for their crimes.

I don’t think the people running the show are liberals. Frank Jordan is a liberal. If you look at someone like Chesa Boudin what drives him is I think, the will to destroy and power for its own sake. He lied about cases and committed several breaches of legal ethics whilst he was DA. He should not be allowed to ever even clean toilets for city hall, much less run the prosecutors office

The fact that this one guy has been arrested 15+ times (which means that he likely has broken into over 100 cars, and is very good at it) is hilariously sad. They just keep letting the guy free.
He's pretty incompetent as a burglar, seems he has a low IQ. Smart burglars don't resist arrest like he did which easily in many states could have become an attempted murder charge. I recall a master burglar here in DC that was responsible for millions of dollars in theft back in the 1980s and was finally caught after decades of evading police (and he escaped from a maximum security prison later). That guy was skilled in his craft. This kid comes across as a low-IQ crackhead. Glad I'm out of Cali, it's a great place to work but I wouldn't want to live there.

Insanity : letting someone go repeatedly thinking they will change or produce different results. Just dumb.
One of many problems with our justice system is that it is run like a discount warehouse. Big discount for bulk crimes. Each crime should be treated separately, with separate sentences to be served CONSECUTIVELY. No discount for good behavior.
One of the funniest bait car stories is the one where the police crash their bait car into a police car. The officer turned off power to the bait car as the car was going downhill and the police car was at the bottom of the hill. The officer in the patrol car just let the bait car hit him. The suspect had already busted out the window and was no longer in the car when the bait car hit the patrol car.
Laws need to be changed so that people with lengthy criminal records who are out on parole face a multiplier if they're caught doing new crimes like this guy was. With his lengthy history, being on parole, and doing numerous crimes he should have gotten at least 10 years.

I was sentenced to 3 1/2 years in prison. I only spent a month in, then eventually got it reversed and my record sealed. SO, drastic measures were taken to empty the prisons, we had cells meant for 1 person hold 8 people, it was bad. Yet, as it always happens, people go to the extreme, so they got very light on prison sentences. Not long after that, Trump got elected and decided to go after San Francisco due to the Sanctuary City status, which caused the DA and other people to purposefully not charge illegals, I guess that was because doing so made Trump look like he was winning the immigrant war... and, as you can guess, that also got out of hand. Portland is looking to put facial recognition software in stores. We don't need facial recognition! We know who they are! Cuz when we catch them we give them a cup of water and put them back on the street. It's not catching them that's the problem. It's the punishment that they're not doing. On purpose.
One has to wonder why.
Life in prison for breaking into a car would stop this tbh. No good behavior bullshit.
Insurance companies give them 30% I wonder if they could be an issue lol
I can't imagine how frustrating it would be for a police officer to do a job that will amount to nothing in the long run
Same thing happens in British Columbia, the police catch criminals and within a few hours they are back on the street. A man stabbed a pregnant woman and was back on the street the same day.
The police have statistics that show the same small group of people are committing 70% + of all the crimes. There are people with a long list that has sometimes 30 charges.
Not just "amount to nothing". Literally inevitably ends in either prison or death. When "unarmed protected class" people threaten their lives, the police will inevitably end up in prison afterwards if they defend themselves.
I'd quit my job and get a different career if I were them. Ain't worth risking my life over low life criminals who will certainly get a slap on the hand and let go the next day or two.
while at the same time have to endure the all mainstream media and all popular culture screaming how evil and racist all cops are...

Judges that allows those people to get back into the streets should be punished. They should be held liable and pay the victims for their losses. The day this happens, I doubt judges will be lenient to those kind of things.

This is the Democrats running SF and the people who voted for them. They are getting exactly what they voted for with these Soros-backed DA's he is putting into offices around the country. I live in a neighboring REPUBLICAN run state, and we don't even want people moving into our state from CA unless they were other like-minded conservatives who are the victims of CA liberals ruining their state and now seeking refuge. Amazon is building a multi-million sqft warehouse and 24 hour gas stations are all over the place, they're not getting robbed left and right. I can go for fresh baked pizza at 3am at a gas station, made to order, without worrying about getting jacked. It's why I left the city. What you need instead of prisons as we know them is a two stream system - one stream for "risky people" (you don't try to equate time in jail to "badness" of an offense; you possibly get actuaries to establish the "riskiness" of the person in question, and let an "actuarial judge" rule on anything that involves the quantitative aspects of these procedures); and a another stream that combines the most terrifying punishments possible (and the rationale would be "revenge" - just plain revenge, not even deterrence, even if that's a nice side benefit), and really serious work on rehabilitation for anyone who freely chooses to actually try to straighten up.
OK, so that's a bit general - maybe even vague.
Example: RISK-stream: You convict a paedophile murderer, who might just be a serial killer (who knows?) The risk assessors decide that this is a risk based case, and prove that it is. So now you don't punish the offender, you just separate him from society until such time as he's deemed no risk to anyone. (To help ensure honesty in this regard, make the person who rules that he's no-risk is liable without limit for civil consequences of a released risk-based detainee turning out to be dangerous on release.)
Another example: Separated-Rehab-and-Punishment stream: Compress punishment sessions into the shortest amount of time possible. A weekend seems the right amount. For a first offender who only-just crosses the threshold for this branch (parking offenders need their own system, maybe?) even an hour might suffice. The idea is that you fit half a year's worth of discomfort (and even pain) into a weekend, and maybe a week's worth into an hour. Short, sharp shock. If the offender emerges shaking at the end, you've done it right.
So now there will be some calling this part of things barbaric. OK, maybe. So then it's not barbaric to punish someone to be r__ped by the people who enjoy being in prison? And it's not barbaric to give all that power to the people who enjoy crime, and enjoy prison? Gangs will be gangs, right? (This is the general gist of why I "relatively disagree". It's hard to think up ways of taking judicial revenge on people that aren't cruel in some way, whether this is hidden or open.)
But wait, there's Rehabilitation. During an offender's time of being handled by the authorities, between punishment sessions (of which there should not be too many, and which should not be too frequent), you could try to make use of whatever increase in appreciation for there being other people in this world a punishment session gives an offender to create self-motivation to try and straighten up. (A minimum requirement of a punishment session is that it be solitary, and, if possible, lonely. No crime universities, or criminal cultures to sign up to on state expense, here.)
On Monday morning the offender would have to go for the weekly meeting with the rehab officer (not "probation", as such, since the idea is to _decouple_ rehab and punishment, so one of the things to do is to give the "probation officer" no influence on the duration of sentence, the number of punishments, and the kinds of punishment. The meeting would be a contact point with someone who's completely on the offender's side (or somewhat biased that way) to bring him into contact with facilities that help restore him to a place in the community, and to self-respect, etc. All help; no pain.
Unless a job is pain. I think it would be essential that someone in the system have a job - either one he finds himself, or, failing that, one invented for the purpose of helping him build a resume. Work all week. Stay sober. Take advantage of help if you see the benefit. And then on Friday afternoon, check into Hell for the weekend, sometimes (maybe once a month? or once every two months?) Rehab time should be geared to getting an offender to try out joining the normal world.
Final thing about rehab is that you could make it "forever". During the time of the sentence, the offender make some minimal interaction mandatory - at least enough to properly know what's on offer. Afterwards, if he needs to book a session of something five years later, that's his right. Hopefully this way, you get to fix up the people who can be fixed, which is better than sending them to be destroyed forever, as far as I'm concerned. For all of us. After all, this way you know he's paid for his crime. You might even feel a bit sorry for him.
One more thing. First time juvenile offenders (maybe some other categories, too, but this one is definitely important). How about having a system where a kid who took a wrong turn can follow a path that allows her to "undo this"? If, in compensation for the harm you did, you do a certain amount of positive Good, your criminal record becomes a secret - something it's illegal to ask about, too. Give a kind of "right to remain silent" about it.
(The state will still need to know about that record, but that's just for potential future offenses, where this might lead to the conclusion that the offender has converted themself into a risky person, to be separated from the rest of society according to that risk - the harm at risk - the probability of recurrence.)
Would this pander to gangsters? A gangster might go to his rehab-job, and use that to provide income sources for the gang, and then, after-hours go and work for the gang, and basically just "override the system". Yes, they do that, don't they?
They already do that, don't they? That's why the system is broken and needs to be fixed.
I would say that in joining a gang you choose to become someone who's a risk to other members of society. Even if you join as the gang's accountant, you're furthering the aims of what's basically a commercially driven terrorist network. The accountant should be detained, fed and watered at the facility in which the gang has its 24-7 gang party all the time. For as long as the accountant is a risky person - i.e. by being one likely to facilitate the acts of risky people.
can u whisper a bit louder or did u just run out of speakers in the office ?
"5% down from last year" is like giving someone a 5% discount off a 100% markup. Also SF doesn't need bait cars, they just need to 1) actually arrest people doing the bad things and 2) actually have them face consequences. It's not because it's fun to punish people. You just have to do that to keep a small percentage of the population from making the rest of the population suffer.
Yea 5% drop isn't much, but if not for their efforts it might be up 50% from last year
blacks have EBT cards and section 8 vouchers , if they are in prison , they are fed and housed at a higher rate. I'm sorry to hear about the couples' rental car break-in and theft. Why can't car manufacturers have a locking mechanism so no-one in the back seat can access the trunk. That and an alarm system should be a lot better, I would think. I get the impression thieves are looking through the windows for valuables, not busting into locked trunks. Let's face it, a lot of people leave expensive items IN PLAIN SIGHT! I'm curious to know where their iPad and laptop were when they set out for Alcatraz.
Any judge or prosecutor that allows this career criminal to re-enter society needs to be arrested immediately, charged with aiding and abetting, and locked up with him.

Ah, San Francisco. Poor baby probably had a disadvantaged youth. Therefore we should let him steal anything he wants. How's that workin' for ya, Frisco?
New strategy should be an armed population and a well funded police force.
The problem here seems less the police and their ability to arrest, and more the judicial system which keeps spitting him back out with minimal consequences. He has been arrested more than a dozen times in a five year period and I’m certain will continue down that path. There is no deterrent effect to arrest if you are able to resume car burglaries within a month or two. Somehow even with his record, which includes hit and run, he managed to get on a probation program. It boggles the mind how Police are supposed to do anything when that is the prosecutors and judges are handling cases.
