Technically, this wasn't planned. He was originally Amadeus Cho through the novelization, but I think a combination of not wanting to whitewash Amadeus, and Cho's fully-Asian mother appearing in Age of Ultron gave them an opportunity to retcon him into something that makes more sense to the MCU.
Given the immediate preceding scene with Lou Ferrigno, I can understand _why_ this was cut, as it's basically the same scene just with a different context. However, I actually think this one is actually _much funnier_ than the other - with the college guy basically being all dramatic, like he's tripped-out; he really was desperate for food and suddenly "pizza-guy with free-pizza." Doesn't even ask questions as to why the guy will do online. So in summation, the only reason why the scene with the security guard gets left-in over this one, is because its Lou Ferrigno cameoing.
I can see why it was cut. It's unnecessary. The scene of Harrington that was left in the final cut of the movie did a perfect job implying what transpired in this scene without having to show it. All he had to do was give an approving nod of appreciation for the pizza. Less is more.
I hope that someday in the future, Mr. Harrington reunites with his idol, Bruce Banner. I would even love to see him cameo in a potential She-Hulk Season 2.

When I first saw Homecoming I thought 'Huh Peter's Teacher looks kind of familiar' took me an while to realize why.
