I think this is the transition period for Bobby Kimball's voice. It still sounds really good, but there is an indication of his voice slightly evolving, or devolving to what is now. I would say 2013 might be the last year he sounded good.
"Rosanna" and "Hold the Line" are already transposed down in this video. At 19:54 we can hear him treating his voice violent. This never works out well and I think it's a miracle, that he was able to perform so many years. Joseph Williams learnt to treat his voice well after some problems - that's why he still can sing. But Toto also uses background-vocalists giving support to him and that's the only way to protect the voice of a lead-singer, who has to sing so many challenging parts as in Toto-songs.
Sad,,,, One of the best singers in history reduced to "preforming" with a bunch of 1/2 assed "musicians". Shame on them. Bobbys ears are shot. He can't hear that he is way out of tune. Maybe he's just doing it for the money? Bobby.. Please stop. You are destroying your legacy.

It's a shame that Bobby's voice doesn't quite cut it anymore...saying that I would still prefer him singing in Toto than anyone else.
