I hear a bit of it too, it must be because this is supposed to be a fusion of a theme for both Majima and Saejima. It’s supposed to fit their duo since you fight them both while this plays, so I can see why they’d put a bit of Hailstorm in the fight just for Saejima.

They are likely pulling their punches, but Saeko IS hitting them almost as hard.
Majima hit Park after she revealed she aborted their child to be an idol, so he doesn’t have the same moral standpoint as Kiryu
