There'd be no conflict for Majima to solve since the only big thing that happened during Kiryu's incarceration was the 10 Billion Yen that was missing, which Kiryu resolves in Y1. Additionally, Majima would probably just be busy running his own family during that time.

Because it's barely a minigame. The majority of it is menuing minus the 50% and 100% Stage Completion battles that both minigames share. Whereas Cabaret has you doing actual gameplay that can be tricky if you don't have good hostesses, especially the later battles with the Area Owners.
