Would a missing washer stop it from spinning automatically? Belts were just fine

My bissell has started having an issue whenever I use the hose attachment the floor brush/ suction continues? This was never a problem before

I checked all this and the rollers are still not moving. I changed the bets just in case.. anything else I can check? tia

Hi. We've got the same problem with our brush. I was able to fix it. I had to reposition both belts .
