WE FINALLY FIXED THE C30 (BECAUSE I AM AN IDIOT)

We have isolated the primary issue with our 2008 Volvo C30 Project, in a word... OVERBOOST. Too much boost is usually not an issue because horsepower, but in our case it is causing the ECU to freak out and severely hinder performance.
