As a developer myself, the low adoption rate of ray tracing is due to the fact that the current/first generation of RTX isn't capable of pushing the rays that we want to really impress with real time ray tracing. Titles that do use it right now do so only in limited/superfluous aspects, like providing *only* ray traced reflections on an otherwise completely non-ray traced game. It's mostly been something AAAs can tack on to ride on the RTX marketing buzz, but that will change.
Ray traced global illumination is much computationally harder to do without noise, and I know myself and others have been waiting until we're "deeper" into the technology time line so that we can add these sorts of features and have them actually usable by most people before it will be worth the effort.
With the 3000 series, I plan on getting a 3070 and finally doing some "real" ray tracing development, hopefully a game designed from the bottom up to at least incorporate high quality real time ray traced GI. That's my main concern because it has the biggest effect on the overall look of environments (watching light flood into a room through a window is really beautiful). Ray traced reflections are nice, but local reflections have filled that spot very well in the past couple years, so it hasn't been a major selling point for me yet as a developer.
So within the next 5 years, at least from small developers like me, expect to see more "from the ground up" ray traced games that were developed with ray tracing in mind as a core feature now that it will become affordable AND powerful (and engines like Unity are starting to get the bugs worked out in their DXR solutions).

Even the 2070 super, which was on paraty with 1080ti was sold at bearly a 15% discount more than two years later, with almost usable Ray tracing preformance. "Should you get a 20 series card or wait for the 30 series ?"
*Cries in integrated graphics*
I feel you (running on "Intel HD Graphics 4600" for 7+ years now).
Wait
Don't worry APU bros, for there is massive light at the end of the tunnel. Last night and this morning, I'm seeing RTX 2080 ti's sell on Ebay nearly as fast as they're listed for $400-$500, 2080 and 2070 supers going out for as low as $300 and $330 respectively. It'll take a few days to setting into a groove, but we all have Nvidia pricing the 3070 at $500 to thank for all of gamers now having access to 2080 Ti performance for well under $500 for the foreseeable future (or at least until Nvidia / partners can't keep up with holiday sales, which will drive everything up again). The entire GPU market is now being driven down by the entry cost of the 3070 and it's availability. This also really leave AMD in a pickle, as they were still moving RX 5700XT's and a few Radeon VII's by being price competitive with 2070 Super cards. Now that the 2070 Supers appear destined to drop to $300 or less, 5700XT's, 5700's, Radeon VII's, won't be worth more than $300 new/$250 used and Vega 64's, 5600XT's should end up $250 new/$200 used. This is insanity, the RX 590 is going to have to become a $100 range card. What world is this? :) So, in short, keep and eye on Newegg in coming days/weeks for amazing deals on new RX 580's/590's, RX5700's/XT's and even GTX 1660ti's/1660 supers, as I'm betting those will be sub-$150 new soon, and if you're open to used, you should be able to score AMAZING performance for under $150 on Ebay, like 2060 supers and gen 1 2070's. If Ryzen 4000 desktop keeps the same launch prices for their 4600/x, 4700X/ 4800X/ 4900X /4950X's as they had for 3000 series,, I'm predicting new "budget PC's where you should be able to build R5 3600/3300X + B550 + 16GB RAM + 256GB M.2 + 2060 Super + budget case for under or near $500 brand new, or under $400 if you go used.

@@stonewolf5613 No it's not.
