If you are building in a solid rock soil for a one floor house (depending of the dead weight of the load) three feet is not necessary. The formula used will determine that.

You shoud hire a geotechnical engineer if the building is 3 and above storey ,they are the one who could determine the depth and clasification of foundation the building needed by soil investigation / analysis.
What he speaks is absurd. There is no thumb rule like it should be 3' for single storied building and 3.5 for two storied building. Only thing is that the foundation should rest on a bearable stratum. Increase in depth is of no advantage. Width of foundation is more important. For double storied building the load in foundation will be more than a single storied building. So if you opt same width for a single storied and double storied building there is a change for relative settlement and may cause cracks in superstructure.

What is the maximum height of a foundation from the beam from ground side
Four stories building is 7ft depth in hard area. That my practice as a contractor.
