China is doing things in all of Mexico not just at the border. I don't know why you frame it as "on the US-mexico border? And building plants in the north of Mexico goes back decades by many different countries. If the Chinese are ramping up locating themselves close to the border it is because those areas have for decades been where foreign companies have setup shop.

It doesn not benefit equally. The Belt and Road Initiative is an exercise in "one for you, one-two for me." While developing countries get jobs, infrastructure, and prosperity, the PRC gets not only profits, but holds the investment purse-strings on all those ventures, so countries dependent on continued support from investors on the Chinese mainland are not free to set their own foreign or domestic policies.
China is playing Go against the rest of the world. Nothing is as simple as it seems.

China's face-oriented culture keeps them from achieving the organizational honesty necessary to produce high-quality, high-performance chips. The abysmal performance of the 'anti-corruption bureau' is a clear, even comical illustration of this.

This reminds me of what Japan did in the 1980s & 1990s when US politicians and car companies started pushing a "Support our troops, buy American" campaign targeting Japanese imported cars. This campaign was originally created by Walmart in support of the Gulf War, Dessert Storm, but US car manufacturer, such as Chrysler, tried to capture the campaign by pushing to ban Japanese cars. Of course, it failed, as Bush, sr refused to, telling them to "make better cars". They build assembly factories in the US, rebrand their cars and created a "Built in America by Americans" campaign to counter them. Lexus (Toyota), Acura (Honda), Geo (Suzuki), Spectrum (Izusu), and Infiniti (Nissan) were the more popular brands being marketed then...

Looks like over the next 10~20 years, Mexico will go through similar transformation that China had gone through since 2000.
    In-flow of investment capital.
Factories. Job creation. Both in the construction trade (to be building the various factories & infrastructure) as well as the on-going operation of those factories.
High-talent/skill will have a job market. Talent drain/outflow will stop. Having smart brains staying within the country will help improve the overall economic/industrial ecosystem within the country. More 'domestic' economic & entrepreneurial opportunities will be ideated / pursued / created.
Eventually it won't just be 'produced in Mexico', but also designed/engineered in Mexico.
New indigenous Mexican companies will be born, like today's Huawei, Alibaba, etc.
If Mexico plays their cards right, Mexico will really benefit.

US cannot compete with any one. They have to tariff EVERYONE on steel becuse their tools are too old. Now they are going to tariff tin as well. US drug patent is 20 years. But US allowed evergreening to extend it to 48 years. That is why you see generic ib the international market but not US.
