And if so, does it still count as a 3 or a 2 since it bounced inside the 3 point line? Probably stupid questions but I'm curious to what the rules are for that situation.

3 point shots aren't used in many younger leagues like that, even if they're painted on the court.
I don't really know why, but I'd guess it's because there isn't a rule or requirement for *all* courts in the league to have those arcs.
