@Phill Richmond Thanks! I spent way too much time tinkering with this thing trying to figure out why I was over roving so I figured if anyone else has the same problem this would help them out.
I've got low rpm's at full throttle....around 1500 at full speed. It should be around 3400. The throttle plate is completely open and the cable is adjusted as far as it can go. Any thoughts?
Do you have a full range of motion where the throttle cable goes into the throttle plate? my cable got pinched from time to time. Also with your lawn mower running see if you can grab a long pair of vice grips and manually get a hold of that Governor arm assembly and see if you can move it up or down. If you notice a significant change in your RPM you know it's your Governor arm or Associated linkage with your carburetor.

When's the last time you changed your air filter? After 50 hours of use my air filter was so clogged it was choking my lawn mower out.
@@jamesc.3524 There is no charge with the air filter on or off.
