Kawasaki FH601V Governor problem - Revs high RPM, Oil leaks, Knocks

  • Just bought another Scag Tiger Cub to fix up. Mower has 1700 hours. She is a basket case but I'll have her ready for mowing season. The motor revs way past 3600 rpm. One of the BDP-10A (PG) pumps need rebuilt. Tires look original, almost bald! Hand grips are about shot. I wouldn't doubt that this mower has never had any major service in it's 1700 hour life, these mowers are absolute tanks and one of my favorite small deck ZTR's.

    Huge help! Thanks soooooo much for posting. The easy part was getting my Governor gasket in and out. The hard part was putting the linkage back together properly. thanks for going over it in detail to include exactly where that governor spring attached as well as how to properly set the idle. Runs like a champ now!

      @@fivepointeightnate Spoke too soon! Bogging heavily when I engage PTO and sometime stalls.. It's not doing the runaway thing like other folks describe and my Tach is showing 3600 at full throttle so I think I got the governor connected correctly. Just to be clear, when you turn your governor Counter clockwise you hear a click, should I stop and do the tightening procedure there or should I push that little extra bit, because you can move it just a hair more with a bit more force. That's how I did it anyway. Want to rule this out before I jump to replacing the carb. Already did plugs, fuel filter.....Frustrated!!

      @@dmt66 Sounds like the governor is set correctly. Sounds like your engine isn't running properly. Check for a cylinder missing. Could be coils, carb, plugs, bad compression, head gasket. Lots of things can make it run poorly and when it gets loaded it will run even worse.

      @@fivepointeightnate fingers crossed I don't have to break into the engine. Starting with checking the coils, then fuel pump, then carb jets. After that, I'm tapping out! Thanks again.

      @@dmt66 Most car part stores have a compression tester for free rental. I believe the minimum compression specs is 65psi. They are usually above 100psi in real good shape.

    Nice job. Trying to get my choke cable sorted on an FH451. Pretty sure I’ve got the governer sorted. Engine runs but the mower runs at full throttle with the choke lever pulled 1/4 of the way… can’t throttle down. Little more homework - I’ll get it. Great Vid. 👍

    I have never regretted buying a used Scag to rebuild. (have a Freedom Z) I like the look of the inside of the Kawasaki. The weak link though is the ball retainer. Thanks for sharing. I know what it takes to make a video. Neighbor has the 27 hp Kawasaki that the rpms are at 3450. Found your video looking how to raise the RPMs to 3600. I do not know yet if it is loosening the linage plate bolts and rotate the slotted part up. Will see if that works. Briggs you bend tabs. I use the same tachometer.

    Is there a compresión release mechanism in there somewhere my has too much compression and the starter cans turn it

    Smart to fix it now before it blows up or damage the block
    There good engine but changing oil is a must and cleaning engine clean under covers

    Also I am thinking if it doesn’t have a compression device I guess is valve gage adjustment

    I have been spending my summer trying to figure out why my Kawasaki FR691V has been running poorly. Governor seems to be continuously adjusting, engine revs up, engine revs down,... . I've replaced about everything I can. New carb, new ignition wires, spark plugs, fuel filter. Just finished checking and setting the valve timing. Still runs bad. About to give up and take it into a shop. I can't find much out here to describe why the governor won't reach a steady state. If I disconnect the governor control spring, engine revs up to infinity, but all the misfiring and sputtering go away for the 10 seconds that I allow it. any ideas or direction would be appreciated.

    Great video! My high idle soars to the moon and I have no current input from the governor shaft while the engine is running. I was able to rotate it by hand to do the governor adjustment but the governor doesn't function at all, the shaft won't rotate to regulate the RPM. Can you elaborate a bit more on what you did to correct your governor issue? It didn't seem like you had to change out any parts. Thanks for the info

      My issue was the arm came loose from the shaft. If that isn't your issue you will have to check inside the motor and see if the governor ball retainer is broken into pieces.

    On a Briggs motor, the camshaft hooks into the oil pump. How does this Kawasaki hook up to it? I see the area in which is goes but I can't remember if the camshaft hooks into it or not? I was hoping to see this on your video? Mine is a FR691V, which is basically the same on the internals.

    I never use silicone on a gasket, just HI tack spray is all and wait 30 minutes to install cover

    Nathan, I have the very same engine. Was replacing governor oil seal, top shaft seal and breather gasket kit. Having trouble resetting governor linkage and adjustment. Any suggestions appreciated.

      Turning the governor to idle (to the left) while holding up the throttle linkage and then tightening the nut on the governor arm did the trick for me.

    Noticed your high speed on the tach was 3420 rpm. What is spec for the Kawasaki engines? I’m thinking of playing with my governor to get it up to 3600. Or would that be stupid?

    Might as well change governor shaft seal, seems there not replace and leak often is what I find often

    I replaced my governor springs and linkage with this video. Thanks a lot. Question though: now I'm having issues of it bogging down when I engage the blades. Before I was having throttle wide open, now that's fixed but when I engage the blades, the mower tried to die down. Any suggestions?

      Either the governor spring is weak or not tension ed enough, carb isn't working properly, or there is major drag on the blade system IE: deck bearings, idler pulley.

      @@fivepointeightnate all springs are brand new. I had a local mechanic check compression, given the flooded spark plug and no compression, weve concluded that cylinder isn't firing. However, another mechanic thinks that it's possible a rocker arm fell off. I appreciate your response! If I dig into this issue further I will update with the result, whether it be a bad engine/irreparable, or if it's a straight forward fix. Thanks!

      @@johnjohnderekhickerd I have seen compression issues with them after 1500+ hours. The valves wear down and if the valves haven't been adjusted at the suggested intervals usually need to be replaced. I'm getting ready to make a video of a engine rebuild from that issue on a mower that just came in.

    You don't need to remove the cover to change the seal

      But you do to inspect rod play and governor which is what I was doing. Also I have seen a lot of engines come in with scraped up cranks that are ruined from unexperienced people trying to sneak one out.
