Every video I watch on this topic never tells you how to get to the trouble shooting blue screen. We're all stuck in an infinite loop we need to know how to get to the trouble shooting screen before we can implement a fix. Why does nobody get this?
AFTER A LOT OF SEARCHING, I FOUND SOMETHING THAT WORKED FOR ME, AND I HOPE IT WORKS FOR SOME OF YOU TOO: What worked for me was going into the BIOS (by pressing Del several times while the computer starts) and looking for BOOT OPTION#1. Previously, the option was set to "Windows Boot Manager," which caused the computer to always go to that screen. Press Enter or click on that option and change it to the name of your HDD or SSD. This way, when the PC starts, it will boot normally without showing that screen.
Wait until the "startup repair could not repair your PC" Refer 00:48 then click the advanced option or you need to boot from the installation media refer 03:54
Incase anyone still has this issue, just create a USB installation device and boot from it but instead of clicking install as usual click repair device

It doesnt work at first but i get a new option in blue screen which says boot with other operating system i opened it it says windows 10 or windows 10 pro i selected windows 10 pro then it launches

it means during sfc scan it found some corrupt files, and all of them are repaired. you just need to reboot your computer to apply changes. restart your PC.
If your pc wont load or getting this problem at start then you need to shutdown PC forcefully, then boot from installation media to access advanced options then select the command prompt. If you are looking for safe mode, then click on startup settings -> restart then select F4 or F5 option to
