There were 9 options that appeared, and I chose enable safe mode and with command prompt (press #6) and my laptop restarted. when it opens, I'm in safe mode. what I did was shut it down properly and open it again. when I open it, it's back to normal. I'm not saying this is what you should do, but this is what I did, and it worked on my sister's laptop. I just shared with you and hope it works for you too.
your method actually worked for me. After i entered safe mode I went straight into control pannel and unistalled the app that i was suspicious of causing this problem.

In my case. My name appears at the prompt and asks for a password. The password I used on my notebook before does not open and returns to the beginning of the commands. 😔
