I served on WWII era ships and thought they were old and they were about 25 years in service when the Dallas and her class were coming into the system. The Dallas had a long and honorable career and served her crews well.
The USCGS Dallas (plus maybe the 76mm naval gun) were for free but the Phlanx is not. If the PN wanted the Phlanx, it needed to buy it. I read that the Cyclone class patrol ship which the US Navy gave to us had Stinger missiles but since we couldn't buy the missiles, we couldn't keep the Stingers.
Doug the ships aren't free. They were paid for. The Phalanx was not included in the package, because the Philippines is not a licensed operator of the Phalanx systems. And those Phalanx CIWS will be used on the other USCG WHECs too.
