Exactly, as you said in the beginning of the video, seeding should always be done in the fall especially in the North East. 👍👍 On another note, using sand will dull your blades very quickly so plan for multiple sharpening during the mowing season.
Couple things that you did not mention which will make for an effective lawn level: you want to fertilize and water it in before applying your levelling medium, levelling should be performed during the growing season.

I live in the northeast (US). Every time I get "screened" loam, I still find rocks up to about 3/4". Did you have this? If so, do you leave them in and not worry, or did you screen again?
I would screen it out. I bought some mason sand to level and didn't notice it till my grass was already growing loaded with 3/8 to 1/2" all the spots thats patchy are loaded with the pebbles
with 4 acres, you just need to settle with the bumpy lawn. very difficult to do that on your own. I have 12k sq ft of lawn and I am dreading the levelling this fall.

You could have something under your topsoil causing those repeat issues. I have seen waste concrete etc cause issues
Can I level in the spring/early summer and then overseed in the fall? Or would I need to repeat the steps of mowing low, dethatching, etc? Nice video!
You can for sure do this in the order you listed. Fall is the best time to overseed and doesn’t necessarily have to be paired with leveling.
Could the water run off from your garden mulch be to acidic for the grass?
In theory, could you use a peat moss spreader to do the full top dressing? Is that something you've tried?
You absolutely can. Logistically hard to do unless you are filling it up at the spot in which you want to spread it.

Could you use a peatmoss spreader to spread the dirt?
Could you till the Yard then mix top soil to reseed?
