The Hummer EV can't be registered as a car in the EU because the weight limit for a car is 3500Kg (7700lbs). Beyond that you can only register it as a commercial vehicle and you need a truck/lorry driver's license (type C). It's crazy that they let average people drive heavier veichles than this in the US, personally I think the weight limit should be much lower in the EU, like 2200Kg seems more than enough (4850lbs)

This has been a thing on many many cars for a long time. If you see a modernist sports car with a low bonnet and it’s sold in the EU you can pretty much bet it will have this technology.

Honda had this in 2004 on the Legend. Companies in Japan made pop-up hood bypass wiring harnesses because it was so expensive to replace them. It also had infrared night vision cameras that would see pedestrians in the middle of the night.
I think it's like when you make contact with the bumper the hood explode (pop-up) in a crazy short time and become kinda a cushioned panel before you even hit it.

My collegue has this feature on his Lexus and one day he hit a deer on the way from work. The car was completely fine, there wasn't a single scratch or a cracked panel. And that says a lot about the severity of the impact. But this thing triggered and it cost around $2000 to replace. He was NOT happy! Haha
The Mazda Mx5 had this feature, but it could be set off if you even have a little bump at the front, once it was set off, you had to replace, the struts, hinges, bonnet and crash sensors...
The point of raising the bonnet is so that if a pedestrians head comes down on the bonnet it doesn't impact the engine through the bonnet. a gap is opened up so their head doesn't smash into a solid object. This would come from crash statistics.
The LS500 has them too. Had to fix a new LS500 that love tapped a dog that ran out in front of the car. No actual damage was done to the car but these blew all 4 corners and cost about $8,000 to replace them

Great system, but what comes after is the headache. When it deploys, you have to replace all 4 poppers and the ecu. If not, the system will not work, and you will have a malfunction message on the dash. It gets pricey very fast.
You make it sound like they're the only company to do this. Nissan and Citroen have also done this. Citroen only fitted the system in the C6 to certain engines due to the lack of space between the bonnet and the engine.
My 2011 E-class Mercedes has similar, but by the looks of it - more advanced system. The one you can reset yourself and use multiple times. Lexus is 8+ years behind.
Meanwhile the cybertruck has been carefully designed to ensure no pedestrian will ever survive the impact

The Citroën C6 already had that in 2005. Its called an active hood. Its not as rare as you think. There are a few cars having that.
Citroen left the US market in 1974, so yes it is quite rare.
