If there were no mint marks in 1968-1979 for Philadelphia, why does the 1964 not have a mint mark for Philadelphia? I'm new to coin collecting and I'm trying to understand the mint marks

I have a 1964 no mint mark Jefferson nickel, is it worth anything??? Also, I have 2- $5 bills that are brand new, no folds or bends, with the star ⭐️ on both! The serial numbers begin with 00 and they are identical except for the very last number, one being a 7, the other an 8! So they are in sequence! Are they of any value? To be specific, 1st bill is:
