First, "voter registration" isn't required in every state. North Dakota doesn't have it, (I think that's the only one). But Trump won that state handily, so not sure if you want to toss out all those sneaky undocumented, I mean, unregistered voters.
Second, 21 states have Election Day Registration, meaning you register WHEN you vote. So the number of registered voters immediately after each election is expected to go up, as people who are voting for the first time will have JUST been registered.
The better number to compare vote totals to is the "eligible voters". The total number of votes is only about 66% of the eligible voters, and not a single state actually had a vote total which exceeded that population:
