I mean Bomberman Fantasy Racing was a pretty weird, but good, "kart racer" where your carts were giant bunnies or rhinos whom you had to purchase with winnings from your races. Pick ups included a few curse items like forcing your rude to poop on the track (and it'd stay on the track for the remainder of the race), giving your ride geta, or making them confused so they'd run in directions despite your input.
So many good memories from that game.

Clearly you guys have never heard of Schadenfreude Interactive and their stable of racers from the early 2000s.
Nazgul Thunder - "They have nine horses, you have 700. Can you outrace them?"
Cthulhu Karts - "13 tracks, including Mountains of Madness, Arkham Asylum, R'lyeh, and Grandpa Kevin's MiniGolf n' Grand Prix."
Need for Speed: Underhill - "It's Took against Tunnelly, Smallburrow vs. Sackville-Baggins in this exciting street racing game set on the dark, rain-slick streets of Hobbiton."
Also of note is their Hannibal Crossing - "The cuteness factor goes over the top as little animals go over the Alps in this colorful PC game that makes the Second Punic War your playground! Decorate your war elephants, furnish your tent, send scrolls to your friends, fling big rocks at your enemies, slaughter Roman centurions in hand-to-hand combat, or just dig for cool bugs!"
Luke would also be interested in their Accordion Hero games and controllers.
(Yes, I know it's probably a Devolver Digital-style performance art/gag bit. But you have to admire the commitment. There were full page ads in PC game magazines back in the day.)

Got fond memories of playing those games with my sister back when I was an easily pleased child on our Ninetnedo Wii, but I'll admit to always forgetting they're a spin-off of The Sims in any way since every single one pretty much only shares simlish and the green diamonds in common. I actually think a Garfield cart racer is a good idea! It's a fun, cartoony franchise, not particularly constrained by realism or genre, and Garfield and Friends did introduce memorable characters. The problem is, the one we got isn't a fun silly game with lots of one liners and cat toy themed powerups, but hot garbage.

I loved the Disney cart racing game when I was a kid.
And I never considered it a cart racer but the Lego racer series probably counts.
My favorite thing about that game was that as you collected the same powerup throughout a race it would level up.
The only one I remember is the boost.
Collect one and it's a fairly standard boost. Collected 3 and it opens up essentially a rainbow colored personal wormhole and shunts you further down the track.

I remember an arcade racing game with a pedal-powered propeller driving a large hang-glider with a spike on the front, trying to pop balloons for extra time.
Players had to actually pedal to go fast enough to gain height, or even maintain height.
That should be updated and re-released as a competitive version, with real-world landscape so you can race the route flown in the intro to _Where Eagles Dare_ or up the Donau and Inn (featuring A Sharp Left Turn Over Innsmouth) or under all the big enough bridges over the Thames or something like that.

Here's a weird Kart Racer for you.
    Bomberman Fantasy Race for PS1.
You play as Bomberman or one of the other characters that is basically just Bomberman in a different costume riding either a Louie (a Giant Kangaroo Rabbit) or a Tirra (A cute bipedal Rhino).
I also seem to remember that when getting a power up there was a chance you got a negative like moving slower or reversing controls but the worst of these was making your riding animal stop to take a poo, right in the middle of the track.
Despite the weirdness though the game is actually very good with varied tracks, an upgrade system for the mounts and some solid gameplay.
