Lugs have not been polished with the buffer machine, only by hands using "Bergeon cabron d'émeri" (i dont know the english words for that, but it's tools made by the biggest watchmaker's tools commagny) so they don't loose the original shape, the buffing machine is used only to leave the brushed aspect, just a small pass with no pressure, this is a "Bufflex" wheel made for that purpose exclusively. I am not a big fan of the cap code cloth, a professional polishing machine like mine works better in my opinion, with a big range of wheels and different polishing componds to use depending on wich material your working on. I completely agree for the dent fixable by soldering, I've worked ten years in a jewelery workshop :)
You can repair it but you need a special tool for that, to "open" the links one by one and replacing the spindles inside, also probably a laser welder to repair the most damaged areas
